<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Eric Seaburg, P.E., City Engineer <br /> <br />DATE: April 26, 2023 <br /> <br />RE: Tree Clearing – Twin Lake Boulevard Improvements <br />Pay Estimate No. 1 (FINAL) <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to approve final payment to Precision Land & Tree Clearing, LLC in the amount of <br />$69,948.00. <br /> <br />BACKGROUND: <br />The Twin Lake Boulevard Improvement Project required the removal of approximately 120 trees <br />to accommodate the new road and trail improvements. Typically, tree clearing is performed by a <br />subcontractor as part of the City’s larger contract with a general roadway contractor. However, <br />new endangered species rules went into effect on March 31, 2023 for the newly classified and <br />endangered Northern Long-Eared Bat (NLEB). As such, the City entered into a contract with <br />Precision Land & Tree Clearing to remove the trees in accordance with US Fish & Wildlife <br />recommendations. The work has been completed in accordance with desired the schedule and <br />specifications and the Contractor is now eligible for final payment in the amount of $69,948.00. <br /> <br />SOURCE OF FUNDS: <br />Tree clearing for the Twin Lake Boulevard project is being funded through a Cooperative <br />Agreement with the City of Vadnais Heights. The City’s share of funding for this work will <br />come from the Community Development Block Grant and State Aid funds. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends that the City Council approve Final Pay Estimate No. 1 in the amount of <br />$69,948.00.
