Maintenance positions it would provide an opportunity to stay on top of ongoing maintenance
issues and also begin to work on proactive maintenance, particularly in the absence of the
Utilities Supervisor. Staff is currently only able to address the most urgent reactive maintenance
items along with standard utility locates, lift station work, and water meters.

One of the candidates has a very strong background in lift station controls, electronics, and
technology and would be ideal for a lot of the day-to-day lift station, booster station, and GPS
work that is performed. Another candidate has a strong background in general maintenance and
operating equipment such as backhoes and skid-steers and would be ideal for street maintenance
and other hands-on work. The Apprentice candidate already has a well-rounded skillset from
seasonal work at another city and displayed a passion to learn more and make public works his
career. He has experience in parks and public works so he could assist both departments and
take pressure off of the full-time Parks & Recreation department employees during the busy
spring and fall seasons when seasonal employees are not available.

FISCAL / BUDGETARY IMPACT:
Due to the long-term absence of the Utilities Supervisor, there are currently funds available from
the Public Works personnel budget in 2023 that can be dedicated towards the proposed Public
Works Apprentice position. In addition, staff is proposing a reduction in the seasonal employee
roster from 7 FTE’s to 6 FTE’s since the Apprentice would fill that role in the Public Works and
Parks departments. As a reminder, the Public Works Apprentice position is a two-year position
and is considered a full-time temporary position rather than a full-time permanent position. If a
vacancy occurs in the Public Works or Parks Department, the Public Works Apprentice position
can be moved into this position if they are qualified. Staff feels this is the best way to keep the
department prepared for the coming years with potential retirements and other attrition.

STAFF RECOMMENDATIONS:
Staff recommends approving the hiring of two full-time Public Works Maintenance I Employees
as well as a Public Works Apprentice position from the latest group of applicants.
