<br /> <br /> <br />FISCAL IMPACT <br />City staff forwarded a copy of the final position description to Dr. Tessia Melvin from DDA Human <br />Resources along with a copy of the 2023 wage scale. We requested a professional recommendation on <br />where the Community Relations Manager position should fall on our wage schedule and an estimate of <br />the job points that should be applied to this position. After evaluating the job description, Dr. Melvin <br />recommended 275 points per the State Match System, which places this position at pay grade 9. <br /> <br />Based on this recommendation, we anticipate advertising for this position between Step 0 and Step 3 of <br />pay grade 9 out of 15 in the City of Little Canada wage scale. The total salary range for pay grade 9 is <br />$81,765 to $102,274 and the starting wage for this position is anticipated to be between $39.31 and <br />$43.27 per hour depending on a candidates experience and qualifications. This is a competitive wage <br />and represents a 5%-7% increase over the average salaries for other senior coordinator or manager level <br />community relations positions in the metro area that were included in our survey. <br /> <br />Staff recommends a salary distribution of 75% General Fund, 12.5% Water Fund and 12.5% Sewer <br />Fund. The 75% General Fund portion is estimated to have a levy increase impact of 2%-2.5% to the <br />2024 budget. Based on an anticipated start date of July 1st, 2023, the Community Relations Manager <br />position will result in a budgetary impact on the General Fund of approximately $52-$57,000. Staff <br />recommends utilizing communications line item in the amount of $35,000 included in the 2023 budget <br />for a majority of this impact. The remaining is expected to be financed with available fund balance. A <br />General fund budget amendment will be needed by the end of 2023 for the financing of this position. <br /> <br />RECOMMENDED ACTION <br />Staff recommends City Council approval of the Community Relations Manager position description <br />and a Motion to direct staff to move forward with advertising and hiring the position. <br />
