STAFF REPORT <br />TO: <br />FROM: <br />DATE: <br />RE: <br />Mayor Fischer and Members of the City Council <br />Heidi Heller, City Clerk/HR Manager <br />Bill Dircks, Public Works Director <br />Bryce Shearen, Parks & Rec/Community Services Director <br />May 24, 2023 <br />New Job Descriptions for Maintenance I & II for Public Works and Parks <br />ACTION TO BE CONSIDERED <br />Consider new and updated job descriptions for Maintenance Workers I and II for Public Works and <br />Parks. <br />BACKGROUND <br />When completing the Class and Compensation study in March 2022, a Public Works/Parks <br />Maintenance II pay grade was added to the pay scale in anticipation of creating a new job <br />description and reclassifying some employees who have a lot of experience and separated <br />themselves as deserving of a higher grade than Maintenance I. Maintenance II positions are <br />generally set up for employees who do a specialized job within a city such as operating special <br />equipment, or to move up employees who have experience and have demonstrated that they can <br />work unsupervised and can oversee the work of other staff in certain situations. The importance of <br />Little Canada creating the Public Works II & Parks Maintenance II wage class is to provide <br />additional opportunities for advancement within the organization to retain our strongest <br />employees. It can also be used to attract new employees with more experience and a higher skill set <br />in cases where we need to replace longer term employees. This recommended action would also <br />meet the strategic plan initiative of creating operational efficiency. <br />Staff has drafted a new Public Works Maintenance II job description, along with separate Parks <br />Maintenance I and II descriptions, and updated the Public Works Maintenance I description to have <br />consistent language with the other descriptions. Currently the only job description specifically for <br />park maintenance is the Parks Maintenance Supervisor, but the existing Public Works Maintenance <br />job description also includes some park maintenance duties. The new job descriptions include <br />language that states all Public Works and Parks employees may be assigned work in whichever <br />department needs help at the time, and because the City has a small number of maintenance staff, all <br />Public Works and Parks employees must be cross trained between the two departments. Due to the <br />increased need for staff hours on park maintenance in the last few years, one Public Works <br />employee now spends most of his time on park duties and staff feels that it is time to dedicate a <br />second full-time employee to parks maintenance, therefore creating the need for job descriptions for <br />park-specific maintenance positions. This proposal was also included in the Organizational Study & <br />Gap Analysis that was presented by David Drown & Associates Human Resources.
