STAFF REPORT <br />TO:Mayor Fischer and Members of the City Council <br />FROM:Heidi Heller, City Clerk/HR Manager <br />Bill Dircks, Public Works Director <br />Bryce Shearen, Parks & Rec/Community Services Director <br />DATE:May 24, 2023 <br />RE:Consider Reclassification of Certain Public Works/Parks Employees from <br />Maintenance I to Maintenance II <br />ACTION TO BE CONSIDERED <br />Consider reclassification of two Public Works employees from Maintenance Worker I to <br />Maintenance Worker II. <br />BACKGROUND <br />Matt Mallory has worked for the City for 16 years and has split his time between Public Works and <br />Parks for several years. Due to the increased need for staff hours on park maintenance in the last <br />few years, Matt now spends most of his time on park duties and staff feels that he should be <br />officially assigned to the Parks Department. Matt is a very skilled employee and always willing to <br />do whatever is asked of him. Staff proposes that Matt to be reclassified from Public Works <br />Maintenance Worker I to Parks Maintenance Worker II. <br />Scott Heaton has worked for the City for 38 years and is a Public Works Maintenance Worker I. He <br />is extremely knowledgeable of the entire City’s streets and utility systems, and can do any task and <br />training needed in Public Works. Staff proposes to reclassify Scott from Public Works Maintenance <br />Worker I to Public Works Maintenance Worker II. <br />Going forward, staff will evaluate Public Works and Parks Maintenance I employees on an annual <br />basis and determine if an employee should be moved up to Maintenance II based on the employee’s <br />skill set, attitude and ability to complete all types of work unsupervised, along with a demonstrated <br />ability to supervise if necessary. <br />BUDGET IMPACT <br />Staff proposes that the reclassification of Matt and Scott go into effect on June 28, 2023. The <br />payroll budget impact in 2023 for both employees would be approximately $2,500. <br />RECOMMENDATION <br />Staff recommends the reclassification of Public Works Employees Scott Heaton from Public Works <br />Maintenance Worker I to Public Works Maintenance Worker II, and Matt Mallory from Public <br />Works Maintenance Worker I to Parks Maintenance Worker II, effective June 28, 2023.
