<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Corrin Wendell, AICP, Community Development Director <br /> Chris Heineman, City Administrator <br /> <br />DATE: Wednesday, May 24, 2023 <br /> <br />RE: Senior Housing Development Proposal – 99 County Rd B E (Rezoning and PUD <br />request) <br /> <br /> <br />SUMMARY <br />Back in October 2022, City staff was initially contacted by Lupe Development to inquire about <br />zoning, land use, and development potential for the site located on the north side of County Road <br />B East, south of Hwy 36, west of a Soo Line track and 35E for a senior housing focused <br />development. The purpose of this workshop is to introduce the design and architecture team, <br />review the background of the site, view the preliminary site plan, and review the planning process <br />of the proposed development located at 99 County Road B East. Zac Rosenow and Bryan Schleif <br />from Pope Design and Aaron Diederich from the owners Lupe Development Partners, LLC are <br />requesting to develop the existing vacant 2.08-acre parcel to construct 106 affordable senior <br />housing units within a 4-story (above ground) structure with parking accommodated underneath <br />the structure as well as surface parking. In addition, the Lupe Development group has already <br />obtained some funding through ARP from Ramsey County and will be looking to submit an <br />application for LCRA funding through the Metropolitan Council this fall. <br /> <br />The land use application process includes: <br />1) Rezone the parcel from C-1, General Commercial District to R-3, High Density Residential <br />District, which is in line with the Comprehensive Plan Future Land Use Map. <br />2) Provide a PUD (Planned Unit Development – Residential) Overlay to the parcel to allow <br />for increased density (from 36 units/acre to 50 units/acre) and location of driveway within <br />the required driveway setback (No variances would then be required). <br /> <br />City staff is requesting feedback from the City Council on the proposal and the process moving <br />forward. Based on the feedback received by the Council, it is anticipated that the applicant would <br />submit a Rezoning and PUD application for the Planning Commission and City Council meeting <br />and public hearing in August. A resolution of support will be needing to submit with the LCRA <br />grant application. <br /> <br /> <br />
