<br />3 <br /> <br />In order to create a safe and ADA-compliant pedestrian crossing at Allen Avenue and Desoto Street, <br />the proposed trail will need to shift westward to better align with the existing pedestrian ramp at the <br />southwest quadrant of the intersection. Due to constrained public right-of-way along Allen Avenue, a <br />trail easement of 559 square feet is needed from the Pitrina Park Terrace Association as shown in the <br />site plan below. To be consistent with other crosswalks in the City and along the Thunder Bay / <br />Westwinds trail, the crosswalk would be a painted crosswalk along the road and since it is at a <br />controlled intersection it would not qualify for a pedestrian-activated rapid flashing sign. <br /> <br /> <br />City staff has coordinated with representatives from the Pitrina Park Terrace Homeowners <br />Association to establish mutually acceptable terms of the easement acquisition. The homeowners <br />association is willing to grant the requested trail easement in exchange for a planted landscape buffer <br />as shown in the figure below. City staff finds this to be an acceptable request and in turn began <br />working with the developer to incorporate the requested buffer into the overall landscaping design for <br />the project. The developer has agreed to add the landscaping elements at their cost in exchange for the <br />coordination provided by City staff to secure the easement. <br /> <br />
