<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Corrin Wendell, Community Development Director <br /> <br />DATE: June 14, 2023 <br /> <br />RE: Metropolitan Council – Livable Communities Act (LCA) Development <br />Grant Application – Resolution of Support <br /> <br />ACTION TO BE CONSIDERED: <br />The City Council is asked to consider approval of a Resolution of Support to submit a Livable <br />Communities Act (LCA) Development grant application to the Metropolitan Council. <br /> <br />BACKGROUND: <br />The Metropolitan Council administers the Livable Communities Act (LCA) grant program that <br />provides funding to developers, cities, counties, and housing authorities for various <br />development-related initiatives. The LCA Development program ($2M in funding) is currently <br />accepting grant applications for early-stage development initiatives such as design workshops, <br />financial studies, project impact analyses, and community engagement, among many other <br />eligible activities. <br /> <br />Little Canada Senior Housing <br /> <br />Project Description <br />Lupe Development proposes 106-unit, 100% affordable senior (age 55+) rental housing project <br />in Little Canada, Minnesota. The project is to be developed through the Low-Income Housing <br />Tax Credit (LIHTC) program with 100% of the units being affordable. The project site is 2.63 <br />acres of vacant land located 99 County Road B East. <br /> <br />The development team proposes to build a four-story building, with one level of underground <br />parking. The site will also have at grade level parking lot. The 106 units of affordable senior <br />housing would include 20 studios, 68 one bedrooms, and 18 two bedrooms with rents ranging <br />from 30% to 80% AMI. The majority (91 units) or 86% of the units are affordable at or below <br />60% AMI. The project also includes supportive housing units at 30% AMI. These 11 studio units <br />will target homeless population in need of housing, and will be supported by a service contract. <br />The development proposes the studio units to be 540 sq ft, the one-bedroom units to be 650 sq ft, <br />and the two-bedroom units to be 1,000 sq ft. The project does not have any commercial space; <br />however, the building will have first floor common areas and amenities including lobby, fitness <br />center, community/clubroom with kitchen, outdoor gardening, business center, package and mail <br />room, trash and recycling facilities, and leasing/management offices. The project will include <br />approximately 97 parking spaces through a combination of below ground and outside surface at- <br />grade stalls. <br />
