Informational update to the City Council. <br /> <br />BACKGROUND: <br />The Labore Road Sidewalk Study has been underway for several months now. The first phase of this <br />study was intended to solicit and document feedback from the public regarding: <br /> <br />• Existing pedestrian and vehicular issues along the corridor. <br />• Opinions towards possible pedestrian or vehicular improvements along Labore Road. <br /> <br />Shortly after the City Council approved the Labore Road Sidewalk Study, a project website that <br />included engagement tools went live in early April and a neighborhood open house was held on May <br />23, 2023. A full summary of all of the preliminary engagements is enclosed with this Staff Report. <br />General themes and discussion points from those that participated are summarized below: <br /> <br />1. There is a desire for additional traffic control measures (stop signs, speed bumps, narrowing, <br />speed limit change). <br />2. The Labore Road and Arcade Street intersection was noted by many as problematic. <br />3. 75% of survey respondents indicated they would be very likely or extremely likely to use a <br />new pedestrian facility. <br />4. Many properties adjacent to Labore Road were very concerned about impacts to their <br />properties if a sidewalk or trail were installed (costs/assessments, private property impacts, <br />winter maintenance). <br />5. There is a desire to maintain bike access along the corridor. <br /> <br />Next Steps: <br />Based on feedback received, City staff intends to begin vetting the technical components of a select <br />number of concepts to determine if they are technically feasible and to also understand the magnitude <br />of cost & impact they would have.
