<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Corrin Wendell, Community Development Director <br /> <br />DATE: June 14, 2023 <br /> <br />RE: Substandard Building – 3006 Rice Street, former A&W <br /> <br /> <br />ACTION TO BE CONSIDERED: <br />Consider approving a resolution finding a parcel to be occupied by substandard building. <br /> <br />BACKGROUND: <br />After many years of enforcement efforts, the City has received word that the A&W property will <br />be demolished and cleared by the end of the month. City staff is in communication with the new <br />property owner and the demolition contractor, and the necessary steps have been completed. <br />City staff has also spoken with our Financial Advisors at Ehlers, and it was recommended that <br />the existing structure be officially designated as a substandard building in order to preserve the <br />option to establish a redevelopment Tax Increment Finance (TIF) district for this site in the <br />future. Increment from a redevelopment TIF District can be utilized to provide developer <br />assistance or retained for other qualified development costs at some point in the future. <br />For this to occur, an inspection must be completed and a City Council Resolution must be <br />adopted finding the parcel occupied by a substandard building prior to demolition. Building <br />Official Steve Westerhaus conducted the inspection to verify that a building meets all of the <br />statutory requirements as a redevelopment district and has provided evidence that the site meets <br />the minimum qualifications. The City of Little Canada has determined that the building is <br />substandard as described in Minnesota Statute. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends approving the resolution finding a parcel to be occupied by a substandard <br />building. <br />
