STAFF REPORT

TO: Mayor Fischer and Members of the City Council

FROM: Bill Dircks, Public Works Director

DATE: July 12, 2023

RE: Edgerton Sanitary Sewer Service Repair

ACTION TO BE CONSIDERED:
Motion to approve the repair of three sanitary sewer services on Edgerton Street by Capra’s
Utilities for $28,425.

BACKGROUND:
The water main was installed along the eastern boulevard of Edgerton Street in 1993. The
sanitary sewer main is located in the west boulevard of Edgerton and was installed in the 1960s.
The water main was installed over the top of the existing sewer services running to each
property. During the installation it is believed that the compaction of the dirt around and on top
of the water main caused some of the sewer services to be lowered and create a dip in the line.
In 2007, the service at 2930 Edgerton was repaired by the City due to this issue and in the past
few years three other services have been brought to the City’s attention. The addresses are 2880,
2942, and 2946 Edgerton.

Staff contacted two contractors for pricing on the repairs and received quotes from both. Olson’s
Sewer Service quoted $85,398.08 for the repairs and Capra’s Utilities quoted $28,425 for the
repairs. The large discrepancy is mostly due to concerns that the work may creep into Edgerton
Street and a portion of the street may need to be repaired. Capra’s believes it can get the work
done without getting into the road. There is some money available in the budget if some road
work needs to be completed.

SOURCE OF FUNDS:
Funds will be used from 2023 Water/Sewer Capital Replacement Fund 604. $40,000 was
budgeted for the project. If additional funds are needed for road repairs there is money
remaining in the budget for the work.

STAFF RECOMMENDATIONS:
Staff recommends approving the repair of the sanitary sewer services at 2880, 2942, and 2946
Edgerton Street by Capra’s Utilities at a cost of $28,425 with possible additional funds necessary
for potential street repairs.
