STAFF REPORT <br />TO: Mayor Fischer and Members of City Council <br />FROM: Chris Heineman, City Administrator <br />DATE: July 26, 2023 <br />RE: Resolution Granting Approval to a project to be undertaken by Ramsey County HRA <br />ACTION TO BE CONSIDERED: <br />The City Council is asked to consider a Motion to adopt a Resolution Granting Approval to a project to <br />be undertaken by Ramsey County HRA at Provinces Apartments in Little Canada. <br />BACKGROUND: <br />City staff was contacted by attorney Jenny Boulton from Kennedy & Graven working on behalf of the <br />Ramsey County Housing and Redevelopment Authority (HRA) to request consideration of the <br />attached Resolution. The Ramsey County HRA has awarded a forgivable loan in the aggregate <br />principal amount of $305,319 for rehabilitation of two existing apartment buildings located at 155 <br />Little Canada Road East (Provinces Apartments). According to MN Statutes Sections 469.004– <br />469.041, the governing body of the municipality in which the project is located must be notified and <br />approve the project prior to commencement of the project as described in the following section of MN <br />Statute: <br />THE ACT REQUIRES THAT PRIOR TO THE COMMENCEMENT OF A PROJECT BY THE COUNTY ACTING AS <br />A HOUSING AND REDEVELOPMENT AUTHORITY, THE GOVERNING BODY OF THE MUNICIPALITY IN <br />WHICH THE PROJECT IS TO BE LOCATED SHALL, BY MAJORITY VOTE, APPROVE THE PROJECT, AND <br />THE PROJECT IS PRESENTED HERE FOR APPROVAL BY THE CITY COUNCIL OF THE CITY. <br />The City Council was asked to approve the attached resolution authorizing the Ramsey County HRA to <br />exercise its powers for the AEON Provinces project in Little Canada. <br />RECOMMENDED ACTION: <br />Staff recommends City Council approval of a Motion to adopt a Resolution Granting Approval to a <br />project to be undertaken by Ramsey County HRA at Provinces Apartments in Little Canada.
