Ramsey County | Base Plan 42 <br />Responsibilities of the Planning Section include the following: <br />•Collect initial situation and safety/damage assessment information. <br />•Display situation and operational information in the EOC using maps and visual aids. <br />•Utilize data collection tools and assets to gain situational awareness on impacts to <br />disproportionally impacted populations. <br />•Disseminate information to the EOC leadership. <br />•Conduct mapping and recording operations. <br />•Prepare summary safety/damage assessment reports for dissemination to other sections and <br />partners via the EOC. <br />•Prepare required reports identifying the extent of damage and financial losses. <br />•Determine the County’s or municipality’s post-event condition. <br />•Provide Planning support to other sections. <br />•Ensure accurate recording and documentation of the incident. <br />•Prepare the EOC Incident Action Plan. <br />•Prepare the RCEMHS/municipal EMA After-Action Report/Improvement Plan (AAR/IP). <br />•Maintain proper and accurate documentation of all actions taken to ensure that all required <br />records are preserved for future use and State and FEMA filing requirements. <br />Additional details are provided in the Planning Section Job Aid. <br />4.2.1.3 RCEOC Logistics <br />An effective response to an emergency or disaster requires the ability to find, obtain, allocate, and <br />distribute resources to meet the needs of an event. The Logistics Section provides centralized <br />management and tracking of assets, procurement of assets, and support of assets in the field including <br />durable and expendable goods, physical facilities, and personnel needs. The overall goal of the Logistics <br />Section is to support key partners involved in the incident response and work in close coordination with <br />nongovernmental and private sector organizations to obtain and deploy resources to meet the needs of <br />disaster victims and responders. <br />Responsibilities of the Logistics Section include the following: <br />•Assist with coordination across local, County, state, and federal agencies. <br />•Facilitate resource support for purchasing that affects multiple jurisdictions or the continuity of <br />the County government. <br />•Maintain updated resource inventories of County-owned supplies, equipment, and personnel <br />resources, including sources of augmentation or replacement. <br />•Maintain situational awareness of regional supplies, equipment, and personnel resources <br />available through mutual aid agreements and/or partnerships.
