Ramsey County | Base Plan 51 <br />•National Weather Service (NWS) <br />•Cybersecurity and Infrastructure Security Agency (CISA) <br />•US Army Corp of Engineers <br />•Department of Homeland Security (DHS) Security Advisors <br />4.4.5 COORDINATION WITH COMMUNITY- AND FAITH-BASED ORGANIZATIONS AND PRIVATE SECTOR <br />Private sector organizations can be vital partners during an incident response and may provide support <br />to Ramsey County government through pre-existing agreements or just-in-time service. Private sector <br />requests for support abide by any existing MOUs in place. Documentation of private sector support <br />should be filed with the Finance/Admin or Logistics sections to track support for reimbursement and <br />other needs. Private sector support is coordinated by the Liaison Officer. <br />During an incident, it may be necessary for RCEMHS/municipal EMA to request private utilities, local <br />hospitals, and local nonprofit organizations to provide individuals to serve as organizational liaison on an <br />EOC response team. This support helps ensure life-safety for the public, essential services can be <br />maintained, and critical infrastructure protected. Community and faith-based organizations and private- <br />sector businesses that provide resources and services in response to an incident will be encouraged to <br />provide liaisons to the EOC. The EOC may also work directly with these entities to secure resources. <br />If requested, the following CBOs and private sector organizations may provide support within the limits <br />of their capabilities (this list is not all exclusive): <br />•Local utility companies <br />•Local transit authorities <br />•Citizen Corp programs (first responder Explorer programs, Community Emergency Response <br />Teams [CERT], etc.) <br />•Minnesota Voluntary Organizations Active in Disaster (MN VOAD)) <br />•Salvation Army <br />•American Red Cross (ARC) <br />•SPRCPH Medical Reserve Corps (MRC) <br />4.4.6 COORDINATION WITH EXTERNAL JURISDICTIONS <br />Assistance from external jurisdictions may be available through existing local and state procedures for <br />mutual aid requests. The State of Minnesota maintains a mutual aid system for disaster responses (as <br />outlined in 12.27). Directors of local emergency management organizations may develop mutual aid <br />arrangements (such as MOUs) in alignment with their emergency operations plans. Ramsey County may <br />request assistance from external jurisdictions, the State of Minnesota, and/or other states through the <br />EMAC. EMAC facilitates mutual aid support across states when local and state resources are <br />overwhelmed, and federal assistance is inadequate or unavailable. <br />RCEMHS and municipal EMAs will maintain files on active mutual aid agreements, to be updated at least <br />annually.
