Ramsey County | Base Plan 56 <br />•Deployments and/or demobilizations. <br />•Changes in conditions on the ground. <br />•Conditions that affect the ability to respond. <br />6.2 Analysis <br />All information acquired by the RCEMHS/municipal EMA or the EOC should be analyzed and confirmed <br />before disseminating it further and before providing direction to staff or making other decisions based <br />on the information. As part of the analysis, information should be dated and compared to other <br />information collected for the same or similar subject matter and credibility established. The Planning <br />Section has overall responsibility for this task. <br />The situation analysis process can be described as the continuous evaluation by RCEMHS/municipal EMA <br />or the EOC of conditions and potential hazards affecting the geographic area and population of Ramsey <br />County. A detailed description of the analysis process is provided in the Planning Section Job Aid. <br />6.3 Dissemination <br />6.3.1 GENERAL <br />Rapid information will be shared to and from deployed field units, operational areas, regions, and other <br />entities via direct communication when necessary, including telephone, email, or radio. Daily, non- <br />urgent information will be shared via Situation Reports. As available, RCEMHS will leverage Zoom, <br />Microsoft Teams, HSIN, and WebEOC to support information sharing from the RCEOC. <br />6.3.2 EOC SITUATION REPORTS <br />Situation Reports (SitReps) are brief narratives that present a concise picture of the incident situation <br />and are prepared for specific operational periods. It includes information collected through a variety of <br />methods. Typically, only verified information will be included in SitReps; however, if unverified <br />information must be included, it will be clearly labeled as such. <br />At the beginning of the incident response, the EOC director and Planning Section will determine <br />appropriate times for submitting data and issuing SitReps. The SitRep is intended for use after the first <br />two hours of an incident and can be updated as requested or needed. The RCEOC/municipal EOCs utilize <br />Lifeline SitReps as the primary basis for reporting, although other types of SitReps may be developed to <br />accomplish a specific goal or may be requested by the SEOC or specific agencies/organizations. Lifeline <br />SitRep templates are provided in Section 3: Support Sections and Documents. <br />6.4 Public Alert and Warning <br />6.4.1 OVERVIEW <br />Public Alert and Warning is the capability of a jurisdiction to provide coordinated, prompt, reliable, and <br />actionable information to the Whole Community using clear, consistent, accessible, and culturally and <br />linguistically appropriate methods to effectively relay information regarding any threat or hazard and, as <br />appropriate, the actions being taken, and the assistance being made available. RCEMHS has a duty to <br />provide warning information to the people who reside, visit and work in Ramsey County. The warnings
