Ramsey County │ Annex A: Volunteer and Donations Management 2 <br />• Affiliated volunteers with a disaster response organization will be managed by leadership from <br />the organization with which they work. The organization with which they are affiliated is <br />responsible for the management, support, and overall welfare of affiliated volunteers during <br />their assignments. <br />• Financial contributions designated for a particular organization are the responsibility of that <br />organization. They will receive, account for, and distribute undesignated financial contributions <br />received according to their own agency policies. <br />As an operational plan, this Annex does not address response tactics. Response tactics are outlined in <br />the subject or threat-specific plans and procedures created and maintained by relevant agencies and <br />departments. Such plans and procedures are cited within this Annex and the reference section. During <br />the use of this and other plans and procedures, the overall emergency management concepts, policies, <br />and procedures contained in the CEOP remain in place. <br />1.3 Planning Assumptions <br />The following assumptions were taken into consideration during the development of this Annex: <br />1.3.1 GENERAL <br />• In the event of a disaster, local government and voluntary agencies will collaborate to receive, <br />manage, and distribute unsolicited donated goods and undesignated financial contributions and <br />manage offers of assistance from unaffiliated volunteers. <br />• Donations management should coordinate closely with the private sector and business <br />community. <br />• The operating ability of agencies normally responsible for donations and volunteer management <br />may be adversely affected by disaster conditions, reducing their capability to work at normal <br />capacity. <br />• The volume of donations and volunteers may be beyond the operating capacity of agencies <br />charged with volunteer and donations management. <br />• Media coverage will affect the level of volunteer and donations and can be leveraged to support <br />messaging to the public. <br />1.3.2 VALUE OF VOLUNTEERS <br />• Volunteers are a valuable resource when they are trained, assigned, and supervised within <br />established emergency management systems. <br />• Volunteering is an activity of choice. Ramsey County may request volunteer service <br />organizations for assistance but cannot demand their participation. Individuals or organizations <br />may decline to participate for several reasons including, but not limited to, concern for personal <br />health and safety or primary commitments, such as employment or family. <br />• Volunteers should include representatives of the culturally diverse populations impacted by the <br />disaster to more equitably address the unique needs and cultural considerations of individuals <br />displaced by the disaster.
