Ramsey County │ Annex B: Protective Actions 25 <br />• Release of emergency public information through the EOCs. <br />• Activation of emergency information telephone lines, if necessary, to respond to inquiries from <br />the affected population. <br />• Proclamation of a local emergency. <br />3.5.1.1 Essential Elements of Information and Disaster Intelligence <br />Essential elements of information (EEIs) needed to support disaster intelligence in relation to Protective <br />Actions include, but are not limited to: <br />• Maps of areas impacted (evacuated or shelters) updated regularly to assess change/progress. <br />• Data regarding the nature, type, concentration, and impact of the threat/hazard in real time. <br />• Transportation routes selected or under consideration. <br />• The number of people and/or size of the geographic area being evacuated or advised to shelter <br />in place. <br />• The number of people requesting and receiving additional evacuation or shelter-in-place <br />services including transportation/sheltering, feeding, and support care. <br />• Their general locations or the facilities involved. <br />• Any intelligence coordinated with any search and rescue, hazardous materials operations, or <br />medical operations related to the evacuation situation. <br />3.5.1.2 Traffic Plan <br />A Traffic Plan should be developed regardless of whether evacuation or shelter-in-place is chosen as the <br />protective action. The Traffic Plan should consider the following elements, at a minimum: <br />• Evacuation routes (if evacuating) <br />• Evacuation type (single or staged, pedestrian, transit, private vehicle, or combination) <br />• Contraflow lane reversal (if used) <br />• Signal timing <br />• Use of traffic cameras and message boards <br />• Barriers and perimeter establishment <br />• Refueling at service stations and for stranded motorists <br />• Emergency services access for lifesaving and search and rescue operations <br />• Home health access for vulnerable populations <br />• Utility provider access for basic services <br />• Community shelter-in-place facility locations <br />• TEPs
