Ramsey County │ Annex D: Public Health and Medical 5 <br />• Provide technical assistance, including environmental health, food safety, and agricultural <br />issues. <br />3.1.3 CRITICAL TASKS <br />During a response, critical tasks for SPRCPH or designee may include the following: <br />• Coordinate culturally inclusive information gathering and distribution with the medical <br />community. <br />• Support culturally competent public information and diverse community engagement efforts, <br />such as dissemination of guidance about protective measures. <br />• Assess available medical equipment, personnel, and supplies, including personal protective <br />equipment (PPE). <br />• Request and deploy additional medical equipment, personnel, and supplies, including PPE. <br />• Establish alternate care sites (ACS). <br />• Establish public surveillance and testing sites. <br />• Establish point of distribution (POD) sites for medical countermeasure (MCM) distribution. <br />• Conduct public health surveillance and monitoring, ensuring equitable practices include <br />disproportionately impacted individuals and high-risk populations. <br />• Identify, monitor, and mitigate environmental hazards. <br />• Coordinate and prioritize health care organization needs. <br />• Coordinate with Minnesota Department of Health Regional Behavioral Health Coordinators <br />regarding behavioral health services for affected populations within the community, including <br />disaster workers. <br />3.2 Organization <br />All incidents begin and end at the local level. Municipalities retain primary responsibility for command <br />and control of incidents occurring within their jurisdiction unless a delegation of authority is in place. <br />This annex has been created with the understanding that critical tasks and key operational activities are <br />applicable to municipalities first unless there is a delegation of authority in place, the responsibility for <br />that function is already assigned to a county agency, or county support has been requested. <br />Typically, a municipality will organize an EOC response to support field response when support and <br />coordination of an incident is necessary. RCEOC activation is done at the discretion of the RCEMHS <br />Director or duty officer when large or extremely complex incidents occur to provide multi-jurisdictional <br />coordination, or at the request of an affected municipality. <br />The SPRCPH will be the lead and coordinating entity for public health and medical services during all <br />types of emergencies. SPRCPH will activate their STAR room, as appropriate. SPRCPH will also <br />recommend the declaration of public health emergencies and act as IC for a public health emergency in <br />Ramsey County. Other agencies, such as RCEMHS, will have a role in a public health emergency and will <br />provide necessary support.
