<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Eric Seaburg, P.E., City Engineer <br /> Bryce Shearen, CPRE, Parks & Recreation Director <br /> <br />DATE: August 9, 2023 <br /> <br />RE: Partial Payment No. 3 & Change Order No. 2 – Pioneer Park Improvements <br /> <br /> <br />ACTIONS TO BE CONSIDERED: <br />Motion to approve Partial Pay Estimate No. 3 to Albrecht Company in the amount of <br />$79,658.45. <br /> <br />Motion to approve Change Order No. 2 to Albrecht Company in the amount of $62,169.00. <br /> <br />BACKGROUND: <br />The total amount earned by the Contractor on this partial pay request is $171,801.00. The <br />amount previously paid is $83,552.50. Withholding a 5% retainage, the amount due is <br />$79,658.45. <br /> <br />Change Order #2 includes the addition of a new fiber optic line and connections from the public <br />works building to the existing pavilion at Pioneer Park. The original plan did not include a fiber <br />line, but as staff got a greater understanding of what was needed for cameras and WiFi at the <br />new play node area, discussions with Metro-INET and fiber line installers began. Fiber is needed <br />for this project to ensure the security cameras and WiFi function properly at the park. <br /> <br />Staff received multiple quotes to have the fiber work completed and looked at options for <br />installing underground conduit now, and fiber at a later time. This method was highly <br />discouraged by all the fiber installers. When reviewing the quotes, staff found that Albrecht <br />Company’s pricing was similar, and it made sense with Albrecht’s project understanding to wrap <br />it into the park project at this time and Albrecht Company already had a subcontractor on-site to <br />drill other conduit lines for the project. Additionally, Change Order 2 includes an upgrade to the <br />water feature jets to include programmable and multi-colored LED lighting within each of the jet <br />housings. The addition of ground lighting will enhance the appearance and experience within the <br />park but can also be used to promote other uses of the space during off-peak times. <br /> <br />SOURCE OF FUNDS: <br />Park improvements will be funded through the City’s Capital Improvement Plan Fund (Fund <br />400), the 10% Fund (Fund 408), American Rescue Plan Act (ARPA) funds, a MnDNR Grant, <br />and a donation from the Little Canada Recreation Association (LCRA). <br />
