Ramsey County │ Annex E: Recovery 5 <br />engages and considers the needs of all its members. A key element of the process is that the community <br />assumes leadership in developing recovery priorities and activities that are realistic, well planned, and <br />clearly communicated. <br />3.1.1 OPERATIONAL PRIORITIES <br />For overarching operational priorities, please refer to Section 2.1 in the CEOP. <br />3.1.2 FUNCTIONAL OBJECTIVES <br />• Provide operational guidance for responders and decision-makers <br />• Achieve a timely restoration, strengthening, and revitalization of critical infrastructure and <br />housing <br />• Resume a sustainable economy <br />• Restore key health, social, cultural, historic, and environmental components across Ramsey <br />County <br />3.1.3 CRITICAL TASKS <br />During recovery, critical tasks may include the following: <br />• Rapid assessment of damages and needs <br />• Establishment of a comprehensive framework for managing recovery efforts within the <br />jurisdiction <br />• Reinstatement of individual autonomy <br />• Restoration of resident and/or visitor unity <br />• Provision of essential public services <br />• Permanent restoration of private and public property <br />• Restoration of normal government operations <br />• Restoration of critical and public services <br />• Identification of residual hazards and improvement of future emergency operations <br />• Reimbursement of costs associated with disaster as allowed under state and federal regulations <br />3.1.4 RECOVERY CONSIDERATIONS <br />Disaster recovery efforts will be managed at the lowest level of government, typically at the municipal <br />level. In a complex or multi-jurisdictional recovery effort, RCEMHS will serve as a regional point for <br />disaster recovery efforts. Each municipality will take an active role in pre-disaster recovery planning and <br />utilize the following basic recovery planning concepts: <br />• Different than response. As in response, recovery will require executive leadership and support; <br />however, it has different participants, different goals, different priorities, different time frames, <br />and different funding requirements and opportunities.
