Ramsey County │ Annex E: Recovery 7 <br />• Compliance recovery. A major disaster allows few exemptions from environmental, historic <br />preservation, endangered species, or other rules and regulations. Ramsey County and its <br />communities must actively enforce all federal worker protection laws for workers who are <br />employed to rebuild the impacted community. These federal laws include the Fair Labor <br />Standards Act, Occupational Safety and Health Regulations (OSHA), National Labor Relations <br />Act, and the laws administered by the Equal Employment Opportunity Commission (EEOC). <br />3.2 Organization <br />Ramsey County, local governments, and all special districts in the county may be involved in recovery <br />operations. In the aftermath of a disaster, many citizens will have specific needs that must be met <br />before they can begin to return to their pre-disaster lives. Recovery activities include: <br />• Assessment of the extent and severity of damages to homes, businesses, and other property <br />• Assessment and restoration of natural, cultural, and heritage resources <br />• Restoration of essential services generally available in communities (i.e., food, water, or medical <br />assistance) <br />• Repair of damaged homes and property <br />• Professional counseling when the emergency results in mental anguish and inability to cope <br />• Development of plans for short-term economic recovery <br />Ramsey County can help individuals and families recover by ensuring that these services are available <br />and by seeking additional resources if the community needs them. Recovery occurs in two phases: <br />short-term and long-term. <br />Short-term recovery operations will begin during the response phase of the emergency. The major <br />objectives of short-term recovery operations include: <br />• Rapid debris removal and cleanup <br />• Systematic and coordinated restoration of Community Lifelines <br />• Damage assessment <br />• Delivery and distribution of necessary commodities <br />The major objectives of long-term recovery operations include: <br />• Coordinated delivery of social and health services <br />• Improved land use planning <br />• Recovery projects, including those that leverage mitigation against future disasters <br />• Application of lessons learned to future revisions of emergency plans <br />3.2.1 OPERATIONAL RECOVERY TASK FORCE <br />To facilitate the integration of recovery efforts in Ramsey County and promote the effective use of <br />available resources, the County may establish a Recovery Task Force under the leadership of the DRM.
