Ramsey County │ Annex E: Recovery 9 <br />3.3.5 RAMSEY COUNTY DEPARTMENTS <br />• Assess and identify recovery needs. <br />• Coordinate with representative(s) in the EOC on recovery priorities. <br />• Provide information to the community about available recovery programs. <br />3.3.6 RAMSEY COUNTY COMMUNITIES <br />• Coordinate with the municipal policy group to develop recovery priorities. <br />• Conduct initial damage assessments and (during regional incidents) provide reports to RCEMHS. <br />• Inform RCEMHS of any gaps in recovery resources and/or programs required by community <br />members. <br />• Adequately account for all costs associated with incident recovery (municipal facilities and <br />impacts). <br />3.3.7 RAMSEY COUNTY DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT (CED) AND <br />MUNICIPAL DEPARTMENTS OF COMMUNITY DEVELOPMENT <br />• Coordinate with the elected officials to develop recovery priorities. <br />• Assist individuals and businesses with rental assistance, grants, and loans through federal <br />assistance programs, including but not limited to, U.S. Department of Housing and Urban <br />Development, FEMA’s Individual Assistance Program, and the Small Business Administration <br />3.3.8 COMMUNITY-BASED ORGANIZATIONS <br />• Support the unmet needs of the community through partnerships with other NGOs and private <br />sector partners. <br />• Ensure all programs, services, and communications are accessible to individuals with limited <br />English proficiency and others with DAFN. <br />3.4 Available Resources and Identified Resource Gaps <br />3.4.1 COUNTY RESOURCES <br />The County routinely provides a broad range of services to the community through Ramsey County <br />Social Services), Saint Paul – Ramsey County Public Health (SPRCPH), Public Works, Emergency <br />Communications, RCEMHS, Public Safety, Parks and Recreation, Jobs and Training, Libraries, Veterans <br />Services, Community Corrections, Housing Redevelopment Authority (HRA), and Regional Rail Authority <br />(RRA). Many of these services may be critical assets to establishing long-term recovery in the <br />community. The County would utilize existing programs, services, and personnel and apply them as <br />needed and appropriate. <br />3.4.2 MUNICIPAL RESOURCES <br />While the specific resources available to each municipality differ, the jurisdictions routinely provide <br />many basic services. As above, critical services such as CHS, SPRCPH, Jobs and Training, Veterans <br />Services, Corrections, libraries, HRA, and RRA are provided to all municipalities by the County.
