Ramsey County │ Annex E: Recovery 11 <br />operations are transferred from the RCEOC to an appointed DRM. The DRM has the ability to activate <br />the recovery support partners and begin recovery operations by any one of the triggers listed below. <br />Although the transition from response to recovery can be unclear at times, the following steps indicate <br />the appropriate time to transition to recovery efforts: <br />• Life safety operations have been completed. <br />• Property conservation needs have been identified and met. <br />• Preliminary Damage Assessments (PDAs) begin locally, and federal PDAs are requested. <br />During the transition from response to recovery, the RCEOC’s key tasks will include: <br />• Supporting the identification and appointment of the DRM. <br />• Supporting the orientation of the DRM (if they were not involved in the response efforts) to <br />provide context and background information. <br />• Supporting the DRM by identifying existing community general plans and programs that are <br />pertinent to recovery efforts. <br />• Coordinating with local jurisdictions and the State Emergency Operations Center (SEOC) on their <br />recovery efforts. <br />3.5.2 SHORT-TERM RECOVERY <br />Short-term disaster recovery operations may overlap with the response and generally span the first days <br />or weeks after a disaster; however, there is no pre-determined timeline for short-term disaster <br />recovery. Short-term recovery operations continue to address the health and safety needs of disaster <br />survivors that persist through the end of response operations. Additionally, operations in this phase are <br />characterized by but are not limited to activities such as restoring basic infrastructure and essential <br />community services. Other focus areas of the short-term recovery phase include: <br />• Assessing the scope of the damage and conducting damage assessments and economic impact <br />analyses. <br />• Submitting Public Assistance / Individual Assistance (PA/IA) and Small Business Administration <br />(SBA) requests if applicable. <br />• Cleaning up and clearing debris from affected areas. <br />• Restoring critical infrastructure, including transportation networks. <br />• Restoring essential community services, such as basic medical services and <br />emergency/temporary medical care. <br />• Supporting sheltering and feeding of displaced residents. <br />• Beginning the transition of shelter occupants out of shelters and into more stable housing. <br />During short-term recovery, the DRM should: <br />• Develop initial short-term recovery objectives.
