Ramsey County │ Annex F: Fatality Management 6 <br />• Preparing for the activation and engagement with trusted DAFN and cultural diversity support <br />contracts, resources, community champions when an incident occurs that impact individuals <br />from that population. <br />• Meeting with PIO and/or lead JIC representatives, social service providers, and key community <br />stakeholders prior to an event to address cultural issues and concerns related to <br />communications methods and outreach messaging to ensure respect, cultural competence, and <br />quality assurance. <br />• Integrating cultural competency and DAFN elements in the mass fatality response training and <br />exercises. <br />3.1.4 CRITICAL TASKS <br />During a response, critical tasks for RCME’s Office or designee may include the following: <br />• Overall management of the deceased in coordination with local Incident Command <br />• Collection and documentation of human remains, property, and evidence <br />• Ensure safe handling and decontamination of remains for incidents involving chemical, <br />biological, radiological, or nuclear contamination, conducted by the local Fire Department in <br />conjunction with Incident Command and state hazardous materials (HazMat) resources. <br />• Transportation of human remains, property, and evidence to Ramsey County Morgue or <br />temporary morgue <br />• Establishing a temporary morgue if necessary <br />• Identification of decedents and notification of next of kin <br />• Disposition of human remains, property, and evidence <br />• Coordinating with support partners, requesting additional support as needed <br />• Providing RCEOC or JIC with accurate messaging for public information and communications <br />outreach approaches, distribution venues, and processes for creating and distributing culturally <br />appropriate message translations <br />• staffing a FAC, if necessary, that provide safety, equitable access and care, and culturally <br />appropriate services <br />• Work with cooperating partners, community- and faith-based organizations, and the private <br />sector to provide support to descendent families and communities <br />3.2 Organization <br />The mission of the RCME’s Office during a mass fatality incident will be similar to the normal daily <br />mission but greatly expanded to accommodate the scope and complexity of the situation. Staff will be <br />organized to maintain normal daily caseloads and will be augmented to handle the mass fatality <br />caseload by public safety agencies, mutual aid partners, and volunteer personnel. The RCME’s Office will <br />coordinate with RCEMHS to ensure cooperation with other regional agencies, such as fire, law
