Ramsey County │ Annex F: Fatality Management 10 <br />Investigator, and two litter bearers. <br />Depending on the size or complexity of the scene, the basic Medical Examiner team will need to be <br />expanded and, most likely, augmented with staff outside of the RCME. Requests for additional staffing <br />will be coordinated through the RCEOC and the MN State Duty Officer. Additional staffing may come <br />from the RCSO, RCEMHS, Saint Paul Ramsey County Public Health (SPRCPH), other county Medical <br />Examiner offices, Minnesota Department of Public Health, Minnesota National Guard, Minnesota <br />Bureau of Criminal Apprehension (MN BCA), American Red Cross, state Disaster Mortuary Emergency <br />Team (DMERT), and federal Disaster Mortuary Operational Response Teams (DMORT). <br />3.4.4 FACILITIES <br />The Ramsey County Morgue has the space for 75 total decedents, with an average daily census of 55. If <br />an incident results in a greater number of fatalities that would exceed available space in the Ramsey <br />County Morgue, the Special Incident Response Mass Fatality Trailer would be utilized. <br />. Additional space can be acquired by renting/leasing a standard 48’ or 53’ <br />refrigerated trailer. Ramsey County Public Works has schematics for installing shelving for use as <br />remains storage racks. <br /> Set up of secondary sites within Ramsey County would be assisted by Ramsey County Public <br />Works, the municipal Public Works department, and the MN State Duty Officer. Activation of the DPMU <br />can be coordinated to provide the necessary equipment to outfit a temporary morgue facility. The <br />necessity of a temporary morgue may be the result of a chemical or biological attack, in which case <br />transporting bodies might cause further contamination. A decontamination procedure and site may <br />have to be attached to a temporary morgue at or near the scene of the disaster. <br />3.5 Key Operational Activities <br />3.5.1 MOBILIZATION <br />Upon notification of a possible mass fatality incident to the on-duty Medical Examiner Investigator, the <br />RCME Office will determine if the Fatality Management Annex will be activated by collecting the <br />following information: <br />•Type of incident and the location <br />•Estimated or suspected number of fatalities <br />•Presence or suspicion of radiological, chemical, biological, or environmental hazards <br />•Where and when the medical examiner will need to respond to the scene <br />The RCME Office will make necessary notifications to internal staff (Chief Medical Examiner, Assistant <br />Medical Examiners, and the Chief Investigator) and support partners including: <br />•RCEMHS Duty Officer <br />•Municipal Fire Department
