Ramsey County │ Annex G: Hazardous Materials 18 <br />•Facebook pages <br />•Use of Twitter (the Ramsey County Duty Officer uses the “hashtag” #RamseyCoEMHS) <br />•Physical notification door-to-door (which is often the most effective) <br />•Public Address via in-vehicle speakers <br />•Outdoor warning siren system (controlled at the Ramsey County ECC) <br />•Wireless Emergency Alert system <br />•Everbridge warning system <br />3.7.2 REPORTING OF EXTREMELY HAZARDOUS (“TIER II”) SUBSTANCES <br />Each facility with chemical quantities at or above the threshold reporting level is required by MN-EPCRA <br />to report the average and maximum amounts of chemicals, as well as other data to the Local Emergency <br />Program Committee (LEPC). In Minnesota, the Division of Homeland Security and Emergency <br />Management (HSEM) administers MN-EPCRA and serves as the LEPC for the entire state. Information <br />and instruction for reporting is found on-line at: <br />http://www.epa.gov/osweroe1/content/epcra/statetier2.htm#minnesota <br />3.7.3 REPORTING OF RELEASE <br />•Per the Minnesota Pollution Control Agency, release to the environment of any substance under <br />the owner/transporter’s control must be reported to the Minnesota Duty Officer. <br />•All facilities and transporters will report releases of hazardous materials and oil/petroleum <br />products immediately upon recognizing that a release has occurred or is imminent. Releases of <br />specifically regulated extremely hazardous substances are reported either through automated <br />alarm systems or by calling 9-1-1 if there is an immediate or imminent risk to lives, property, or <br />the environment. <br />•Following reporting to the MN Duty Officer prepares a report that is emailed to RCEMHS. <br />RCEMHS posts the information directly to the computerized situational awareness system. <br />3.7.4 PROCEDURES FOR ALERTING THE PUBLIC OF A RELEASE <br />The detailed procedures for alerting the public that a release of hazardous materials has occurred at a <br />given facility are included in that facility’s plan. However, all such plans at a minimum outline the type, <br />automatic operation, manual operation, and control location for external alarms and horns. <br />3.7.5 PROCEDURES FOR NOTIFYING EMERGENCY RESPONSE AGENCIES <br />The detailed procedures for alerting the jurisdiction’s emergency response agencies that a release of <br />hazardous materials has occurred at a given facility are included in that facility’s plan. However, all such <br />plans include, at a minimum, notifying the Ramsey County ECC either by a voice call to 9-1-1, text to 9-1- <br />1 or by automatic alarm systems.
