Ramsey County │ Annex H: Mass Care and Shelter 2 <br />The Annex addresses MCS operations within Ramsey County in response to all hazards regardless of <br />whether they are natural, human-caused, or technological in nature. It has been developed for use <br />when coordination of resources and emergency operations is necessary. <br />This Annex is intended to address MCS operations supportive of disaster-impacted populations. MCS <br />services for incident responders is a function of the Logistics Section but may receive support from the <br />Mass Care Branch within Operations. <br />The basic services of the sheltering and mass care sites is intended to provide an environment conducive <br />to the physical and emotional safety of people displaced from the places they normally live or reside. <br />• The care and sheltering of medically fragile individuals is outside the scope of this Annex. <br />Contact Ramsey County Emergency Management & Homeland Security (RCEMHS) for more <br />information on this topic. <br />• The care and sheltering of displaced animals, including livestock and companion animals, is <br />outside the scope of this Annex. Contact RCEMHS for more information on this topic. <br />• Family assistance services such as reunification are referred to in this Annex but are covered in <br />greater depth in the Family Assistance Services Plan. <br />As an operational plan, this Annex does not address response tactics. Response tactics are outlined in <br />the subject or threat-specific plans and procedures created and maintained by relevant agencies and <br />departments. Such plans and procedures are cited within this Annex and listed in Section 5. During the <br />use of this and other plans and procedures, the overall emergency management concepts, policies, and <br />procedures contained in the CEOP remain in place. <br />This Annex does not supersede existing municipal policy. <br />1.3 Planning Assumptions <br />The following assumptions were taken into consideration during the development of this Annex: <br />• Ramsey County may be affected by natural, technological, or human/societal hazards. <br />• Life-saving activities take precedence over other emergency activities. <br />• In a catastrophic incident, incident stabilization and disaster relief assistance will be required <br />from the state, federal, and other local governments as well as private organizations. <br />• The Ramsey County Emergency Operations Center (RCEOC) may or may not be activated in <br />support of an event or emergency. RCEOC activation will be determined based on the scope and <br />scale of the event. <br />• The municipality Emergency Operations Center (EOC) may or may not be activated in support of <br />an event or emergency. Municipal EOC activation will be determined based on the scope and <br />scale of the event. <br />• Prior to an incident, local governments will engage the Whole Community (including <br />public/private sectors, community-based service and advocacy organizations, nongovernmental <br />organizations, faith-based organizations, nonprofits, and individuals and families) to conduct
