Ramsey County │ Annex H: Mass Care and Shelter 6 <br />3.1.1 ACTIVATION <br />• This Annex is intended for use in large-scale or complex incidents. <br />• This Annex may be activated by the incident commander (IC) when there is an immediate threat <br />to life. <br />• This Annex may also be activated by the Incident Manager (or their designee) with authorization <br />of the County Manager, on the request of any municipality (manager, fire, or law chief), or on <br />recommendation from the Ramsey County Director of Emergency Management (or designee). <br />• Situations that may call for activation of the Mass Care and Shelter Annex include, but are not <br />limited to: <br />o Complex or expanding incidents that have or may soon require protective actions. <br />o An indication from a cooperating partner to the EOC or Incident Command that they are <br />getting overwhelmed with disaster related MCS issues. <br />o A request from an outside jurisdiction for MCS operational assistance. <br />Any activation requires immediate notification to the RCEMHS Duty Officer. The RCEMHS Duty <br />Officer will immediately notify SPRCHPH to activate the necessary functions and support team(s). <br />3.1.2 OPERATIONAL PRIORITIES <br />For overarching operational priorities, please refer to the CEOP Base Plan. <br />3.1.3 FUNCTIONAL OBJECTIVES <br />• Prioritize for the safety and security of all MCS responders. <br />• Provide for the safe care and shelter of all Ramsey County residents and visitors regardless of <br />age, gender, economic status, or residency. <br />• Ensure accessibility of all shelter sites, resources, transportation to the sites, and <br />communication about the shelter services. <br />• Offer food, water, and emergency relief items to disaster impacted populations. <br />• Provide medical first aid and disaster mental health counseling to disaster impacted populations <br />and incident responders. <br />• Facilitate the sheltering of companion animals and livestock. <br />• Support family assistance services. <br />• Facilitate referrals to recovery resources. <br />• Ensure that disaster impacted populations are provided equitable and culturally appropriate <br />access and care. <br />3.1.4 COMMITMENT TO EQUITY, INCLUSION, AND CULTURAL COMPETENCY <br />The Ramsey County Mass Care and Shelter Annex is integrated and inclusive to ensure equity for all <br />diverse populations, particularly those who have historically and disproportionately been impacted by
