<br />2 <br /> <br />Bolton & Menk’s scope of services are proposed on a not-to-exceed basis in the amount of $50,000 <br />and would include all of the subtasks noted below: <br /> <br />• Topographic Survey and Data Collection <br />• Wetland Delineations & Wetland Delineation Report <br />• Submittal to State Historical Preservation Office for Review <br />• Stormwater Management Design & Ramsey-Washington Metro Watershed Permitting <br />• Preparation of Construction Plans, Specifications, and Bidding Documents <br />• Community Development Block Grant Application <br />• Preliminary Public Engagement <br />• Preparation of Easement Documents, Legal Descriptions, and Coordination with City <br />Attorney <br /> <br />COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) <br />The Community Development Block Grant (CDBG) Program provides annual grants on a formula <br />basis to entitled cities and counties to provide decent housing and a suitable living environment. This <br />is the same program that was utilized for the sidewalk installation along Allen Avenue in 2020 and <br />trail installation along Twin Lake Boulevard in 2023. Country Drive is scheduled in the Capital <br />Improvement Plan for roadway improvements in 2024 which could pair very well with a sidewalk <br />project in the same year. <br /> <br />SOURCE OF FUNDS: <br />Funding for this work would be provided by the Capital Infrastructure Project Fund (450). Please <br />note that unbudgeted items always decrease the fund balance more than currently projected, however, <br />in the short term the fund shows the ability to absorb this unbudgeted expenditure. It is expected that <br />additional funding will be needed in the Capital Infrastructure Fund 450 since the current fund <br />projection shows a negative fund balance starting with the year 2027. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends City Council authorize design services for the Country Drive and South Owasso <br />Sidewalk Extension in the not-to-exceed amount of $50,000.
