district was established by the EDA in 2002 to facilitate the construction of a 35-unit low-to-
moderate income senior project with approximately 14,000 square feet of commercial and retail
space. The district currently has a PAYGO note with an outstanding balance thru 2/1/2030. The
parcels in this project area were initially included in the TIF District but were not redeveloped.
Due to the high priority of this area, these parcels were removed from the 2002 TIF District and
included in a Redevelopment TIF District in 2018. Eligible projects in this TIF District must be
identified within four years of certification, which has a deadline of January 28, 2024. The City
of Little Canada is actively pursuing the assembly of parcels in this area to meet the required
deadline, and the Metropolitan Council Pre-Development Grant will be a major help to achieve
this goal.

STAFF RECOMMENDATIONS:
Staff recommends City Council approval of the attached Resolution of Support.
