Ramsey County | Base Plan 5 <br />RCEMHS will request assistance from neighboring jurisdictions through mutual aid, or state <br />assistance from the State of Minnesota. If needs exceed State resources, the EMAC may be <br />activated and/or federal assistance may be requested. <br />•Mutual aid, state, and federal assistance, when provided, will supplement, not supplant, the <br />relief provided by Ramsey County government. <br />•Outside assistance, especially federal assistance, may take up to 72 hours or longer to arrive. <br />Considering this assumption, assistance will be requested as soon as the need for it is <br />anticipated. <br />•Planning will make use of and integrate with regional, state, and federal response and recovery <br />plans, protocols, and frameworks, including but not limited to compliance with ICS, NIMS, and <br />NRF, to ensure efficient operational integration. <br />•Due to the reasons listed above, it is in the best interest of Ramsey County government, its <br />municipalities, and its residents to build a culture of preparedness; to integrate emergency <br />management considerations into all government planning processes, to build strong regional <br />partnerships with neighboring emergency management and response agencies, and to promote <br />individual readiness throughout the community. <br />The CEOP relies upon the following common definitions for incidents, events, emergencies, and <br />disasters: <br />•Incident: any occurrence that requires public safety response actions to minimize impacts to <br />life, property, economy, and/or the environment. Incidents may be short or long in duration, <br />and multiple incidents may be occurring consecutively. All events, emergencies, and disasters <br />are incidents, however, not all incidents will rise to the level of event, emergency, or disaster <br />which necessitate the activation of the CEOP. <br />•Event: pre-planned or anticipated activities that require significant resources from government, <br />private sector, and community organizations. Events gather large crowds which may be <br />vulnerable in the case of a natural, technological, or human-caused emergency or disaster. <br />•Emergency: an incident that overwhelms the day-to-day resources of a jurisdiction. The <br />jurisdiction may seek external assistance to support response and recovery actions to protect <br />life safety. <br />•Disaster: an incident that overwhelms a jurisdiction’s governance model to the degree that the <br />continuity of public safety and/or civic services is threatened or disrupted. The jurisdiction <br />requires external assistance to support response and recovery actions to protect life safety. <br />1.4 Situation Overview <br />The development of the CEOP is based on the hazard and vulnerability analysis identified in the MHMP. <br />The following sections will provide a brief overview of Ramsey County as well as associated hazards and <br />vulnerabilities. <br />1.4.1 HAZARD ANALYSIS OVERVIEW
