Ramsey County | Base Plan 24 <br />The governor of Minnesota may declare a peacetime emergency only when “an act of nature, a <br />technological failure or malfunction, a terrorist incident, an industrial accident, a hazardous materials <br />accident or a civil disturbance endangers life and property and local government resources are <br />inadequate to handle the situation.” This peacetime emergency extends for up to five days unless <br />extended by resolution by the Executive Council (up to 30 days). To declare, continue, or terminate the <br />emergency, a proclamation must be filed with the secretary of state and shared publicly. Further <br />details on state declarations of emergency can be accessed in the Minnesota Statutes Chapter 12, <br />§12.31 (1996 & rev. 2021). <br />2.5.4 PRESIDENTIAL DECLARATION OF EMERGENCY <br />Purpose: Supports response activities of the federal, state, and local government. Authorizes federal <br />agencies to provide “essential” assistance including debris removal, temporary housing, and the <br />distribution of medicine, food, and other consumable supplies. <br />Deadline: The governor must request on behalf of the local government within five days after the need <br />for federal emergency assistance is apparent. <br />Supporting Information Required: <br />•All the supporting information required above <br />•A governor’s proclamation <br />•Certification by the governor that the effective response is beyond the capability of the state <br />•Confirmation that the governor has executed the state’s emergency plan <br />•Information describing the state and local efforts <br />•Identification of the specific type and extent of federal emergency assistance needed <br />2.5.5 PRESIDENTIAL DECLARATION OF A MAJOR DISASTER <br />Purpose: Supports response and recovery activities of the federal, state, and local governments and <br />disaster relief organizations. Authorizes implementation of some or all federal recovery programs <br />including public assistance (PA), individual assistance (IA), and hazard mitigation. <br />Deadline: The governor must request a federal declaration of a major disaster within 30 days of the <br />incident. <br />Supporting Information Required: <br />•All supporting information required above and a governor’s proclamation <br />•Certification by the governor that the effective response is beyond the capability of the state <br />•Confirmation that the governor has executed the state’s emergency plan <br />•Identification of the specific type and extent of federal aid required <br />2.5.6 FEDERAL/STATE DISASTER ASSISTANCE THAT REQUIRES AN EMERGENCY PROCLAMATION <br />Local Government, Individuals, and Families:
