Ramsey County | Base Plan 31 <br />•Coordinate the activation of the RCEOC and notification of response team members. <br />•RCEMHS Director (or designee) acts in the capacity of RCEOC Director when activated. <br />3.10 General Role of Municipal Government <br />The municipal government’s role during emergencies is twofold. First, it is responsible to ensure <br />continuity of government functions and services to people within the county, as outlined in municipal <br />COOP Plans. Second, the municipality retains primary responsibility for the coordination of response and <br />recovery efforts within its jurisdiction. <br />3.11 City Council/Board <br />3.11.1 ROLE <br />City council (or board) leaders work closely with their county, state, and federal elected delegations <br />during incidents and on an ongoing basis regarding local preparedness capabilities and needs. These <br />elected and appointed officials help their communities prepare for, respond to, and recover from <br />potential incidents. <br />3.11.2 RESPONSIBILITIES <br />•Establish strong working relationships with local city councils and with their county <br />commissioners. <br />•Establish strong working relationships with core private-sector organizations, voluntary <br />agencies, and community partners. The objective is to get to know, coordinate with, and train <br />with local partners in advance of an incident and to develop mutual aid or assistance <br />agreements for support in response to an incident. <br />•Lead and encourage local leaders to focus on preparedness by participating in planning, training, <br />and exercises. <br />•Support participation in local mitigation efforts within the jurisdiction and with the private <br />sector as appropriate. <br />•Understand and implement laws and regulations that support emergency management and <br />response. <br />•Ensure that municipal emergency plans consider the needs of: <br />The jurisdiction, including persons, property, and structures. <br />Individuals with DAFN, including those with service animals. <br />Individuals with household pets. <br />•Encourage residents to participate in volunteer organizations and training.
