<br />LEVY CHANGES EXPENDITURES <br />One of the primary expenditure areas in the proposed budget is for Personnel Services which <br />include a significant portion of the salaries & benefits for all City employees. For the past five <br />years, a predetermined formula was used to calculate a preliminary COLA of 3%. <br />a. 75% weighting of COLA’s (Average of 3.39%) in survey of comparable Cities <br />b. 25% weighting of Consumer Price Index (CPI) for the MSP/Bloomington trade <br />area from May 2022 to May 2023 (Increase of 1.8%). <br />Note: The 2024 COLA is in addition to step increases of 3.25% based on the approved wage <br />scale. For 2024 there are two employees that are not eligible for a step increase. <br /> <br />• Personnel Services have a $253,079 impact on the levy and are attributable to the <br />following factors: <br />o Proposed COLA 3% and Step Increases 3.25% (Budget Impact $125,217.7) <br />o Two additional FTE Positions Hired in 2023: <br />✓ Community Relations Manager: 70% of this position is funded through the <br />General Fund budget (Budget Impact $89,471.30) <br />✓ Public Works Apprentice: 25% of this position is funded through the <br />General Fund budget (Budget Impact $16,700) <br />o In addition, the previous Public Work Apprentice was promoted to PW <br />Maintenance I in 2023 (Budget impact of $6,500 to $7,000) <br /> <br />2023 Budget 2024 Budget $ Change % Change <br />Total Personnel Services 1,485,985.00 1,718,184 232,199$ 15.63% <br /> <br />• Contacted Police Services. The City of Little Canada’s portion is increasing a net of <br />12.84% or $219,133.47 when considering the net contract (expenditures less revenues). <br />The 12.84% increase is the largest annual increase in the last several years. A copy of the <br />actual draft Budget from the Ramsey County Sheriff’s Office is included with the packet.
