Informational update. BACKGROUND Staff will be conducting interviews on the week of October 31, 2022, for Youth Commissioners. A Youth Commissioner was identified in the City’s Strategic Plan and the City adopted an amendment to Ordinance Chapter 2501 – Parks and Recreation Commission to allow for a youth commissioner. Staff will provide a verbal update on the process at the Parks & Recreation Commission meeting. STAFF REPORT TO:Parks & Recreation Commission FROM:Bryce Shearen, CPRP, Parks & Recreation/Community Services Director DATE:November 3, 2022 RE:Pioneer Park Park Playground Equipment ACTION TO BE CONSIDERED Motion to recommend top three playgrounds to the City Council for approval at Pioneer Park. BACKGROUND With the Pioneer Park ‘play node’ project moving forward, staff sent a playground Request for Quotes (RFQ) to playground vendors. The purpose of sending the request out now was to be able to choose a playground and potentially reduce markup, capitalize on 2022 pricing, and plan an order to have the equipment onsite by the Summer of 2023 with the anticipated extended lead times due to global supply-chain issues. As a reminder, many Park Amenities are being procured directly by staff and alongside of that, Site Improvements will be made by a construction contractor. Park Amenities Being Procured Directly by City Staff New playground Equipment (equipment and installation) Poured-In-Place Rubber surfacing (to be installed by the playground company above) A new shade structure/picnic shelter Site furnishings (new picnic tables, benches, and drinking fountain) Entry kiosk Site Improvements Being Bid for Construction in 2023 New sidewalks and trails throughout the project area Site grading and drainage improvements Rainwater gardens and turf mounds Interactive water feature (push button activation) Tree and landscaping plantings Fencing Site Restoration Included in the RFQ were playground equipment items that had been identified in the Pioneer Park Master Plan from recent input from the community and the Parks & Recreation Commission. PLAYGROUND Seven playground equipment vendors responded to the RFQ and a total of thirteen playground designs were submitted. Additionally, each playground vendor submitted a concept design board(s) that were used at the Neighborhood Meeting and available at City Hall for viewing. Staff and Parks & Recreation Commissioners were in attendance at the Neighborhood meeting, and a report of both engagement efforts will be available at the Commission meeting on Thursday. Additionally, staff will present the options to the Little Canada Recreation Association (LCRA) meeting at their November meeting. The industry continues to see variability in both material pricing and contractor pricing. As such, project staff has attempted to forecast pricing for 2023. Once bids are received, project staff will evaluate the pricing and make a recommendation to the City Council. At this time, staff is not recommending any changes to the project scope or funding. Once bids are received for the Site Improvements, staff will also have formal quotes for the site amenities and professional services. Then, a final tabulation of costs and funding can be shared with the City Council. At that time, Staff will make any necessary scope or funding recommendations to the City Council before contracts are awarded and materials are ordered. SOURCE OF FUNDS Park improvements will be funded through the City’s Capital Improvement Plan Fund (Fund 400), the 10% Fund (Fund 408), American Rescue Plan Act (ARPA) funds, MnDNR grant, and a donation from the Little Canada Recreation Association (LCRA). Staff will continue to make efforts to find additional donations that would reduce utilizing City funds. \ RECOMMENDED ACTION The Parks & Recreation Commission is advised to discuss the playground options and provide a recommendation of their top two or three options to the City Council. No action is requested. BACKGROUND The Little Canada Farmers Market has ended for the season. The dates of this year’s Market were from June 6-October 3. There were 16 planned Markets, but two were canceled due to inclement weather. Each Market had 200-300 people in attendance on average, which is roughly the same as last year’s attendance. VENDORS We had a variety of vendors and goods for sale including: • Fruits and vegetables • Wisconsin Cheese • Bread • Coffee • Chicken and eggs • Jams and jellies • Honey and syrup • Greeting Cards • Soap and lotions • Kombucha • Handmade Jewelry We had 14 vendors apply for the Market and ended the Market with seven staple vendors. The cost to be a vendor was either $160 for all 16 markets or $20 per market. Vendor fees go towards signage (A-Frame signs, and Market yard signs), updated equipment (tents, tablecloths), and marketing materials. After review, Staff is recommending increasing vendor fees to $175 for the 2023 season to remain consistent with other markets in the area. SPONSORSHIP This year the Little Canada Farmers Market started offering sponsorship opportunities. These opportunities would be for existing programs, like the Power of Produce Club (POP Club), or for programs staff would like to implement for next season; like Music at the Market, or Senior POP Club. Sponsorship donations vary, so those who are interested are encouraged to check out the Sponsorship Opportunities package linked previously. STAFF REPORT MARKETING Staff marketed the Farmers Market in a variety of ways. The Market Manager/Recreation Coordinator posted to Facebook at least once each Monday as a reminder for the Market. As a reminder, the Little Canada Farmers Market has its own Facebook page! From this account, Staff also created an event page that sends reminders on Market days. Staff also handed out flyers to local businesses, schools (to promote the Power of Produce Club), apartment complexes, and senior living centers. Facebook interactions varied, but the average number of interactions per post was about 250, with a high of 1,202. NineNorth created an updated promotional video to add to the City’s website, which highlighted the vendors, Supplemental Nutrition Assistance Program with electronic Benefit Transfer cards (a.k.a. SNAP/EBT), and the POP Club. SNAP/EBT This was the first year the City used $1 SNAP/EBT tokens. These tokens could be purchased from the City’s booth with a card reader that was obtained from Ramsey County through a grant. Tokens could be used to purchase fruits and vegetables, meat, fish, eggs, dairy products, honey and maple products, jams, jellies, pickles and sauces, baked goods, seeds, and plants that produce food. Staff would like to thank Ramsey County, especially Franny Clary-Leiferman, for their assistance in receiving grant funds to introduce SNAP/EBT to the Market. This funding allowed Staff to purchase wood tokens, a sandwich board and banner with Market Bucks information, and other necessary equipment. The City wanted to utilize SNAP/EBT at the Market to promote equity and create a more accessible market reducing barriers. Everyone must have access to fresh, local food! Staff also applied to receive Market Bucks and Produce Bucks from Hunger Solutions: “Hunger Solutions Minnesota works to end hunger in our state. We take action to assure food security for all Minnesotans by supporting programs and agencies that provide food to those in need…”- hungersolutions.org. Because of this partnership, the Little Canada Farmers Market was able to triple SNAP/EBT users’ Farmers Market spending (up to $10). Example: A visitor could purchase $10 worth of EBT Tokens. Staff would then add $10 Market Bucks and $10 Produce Bucks to their total spending, giving them an additional $20 to spend on farm-fresh staple foods. Market Bucks can be spent the same way a SNAP/EBT token can be spent, and Produce Bucks can only be spent on fresh fruits or vegetables. Overall, we had 88 SNAP/EBT transactions this season, which equaled $910 in SNAP/EBT tokens, $668 Market Bucks, and $670 Produce Bucks ($2,248 in total). Not only do our SNAP/EBT transactions positively impact our visitors, but this also is a great source of revenue for our vendors (see Graph 1). The Market Manager received a lot of positive feedback from visitors who used SNAP/EBT, and even some who do not. Many hoped the City continues to distribute SNAP/EBT, and the partnership with Hunger Solutions. STAFF REPORT POP CLUB Another source of revenue for vendors came from the Power of Produce (POP) Club. This initiative was funded by the Little Canada Recreation (LCRA) and aims to teach kids ages 4-12 about healthy food choices. The POP Club started as a simple idea in Oregon and has now spread nationally to Markets all over the states. 97 kids signed up for the POP Club, which began June 27. We had 181 visits, with $346 POP Tokens spent. When a parent/guardian signed their child up for the POP Club Staff asked for their name, age, and zip code so Staff could visualize the areas being served. A map with Zip Code information and POP Tokens used per month can be found on Graphs 2 and 3. A goal for this program was to increase the number of youth participating in the Farmers Market each week. Little to no data was collected in years prior for youth attendance, but next year Staff will have a better idea of participation because of this year’s data. With the Little Canada Farmers Market, on average, about 17 % of the vendor’s income was from POP tokens. The Indoor Market season will be the first Monday of the month (the second Monday in January) and will be from 2-5 PM at the Little Canada Bingo Hall. Staff also participates in monthly Farmers Market Manager Meetings with the Minnesota Farmers Market Association and the Statewide Health Improvement Partnership/Minnesota Department of Health. These meetings discuss a variety of topics ranging from diversity, food access, market programs, etc. There is also an annual Minnesota Farmers Market Association Conference in December with many informative classes and discussion topics for Market Managers and Volunteers. The winter months are a great time to create promotional materials, reach out to potential vendors, and continue to make improvements to our Market. GOALS FOR NEXT SEASON Staff is looking into adding a Senior Token program for ages 60+. Many other cities have a senior token program (Ex. Elk River gives out $3 tokens the first Thursday of the month, and Albertville gives a $2 token at each Market). A large majority of the visitors at the market are 60+, so this would be a good incentive or a good way to encourage more people to come to the Market. This would be a great program for a potential business sponsor! We would also like to continue to increase the number of vendors, and the number of attendees we have per market. Staff will continue to look for different effective ways to reach diverse groups to encourage more participation at the Market. Staff would also like to promote SNAP/EBT, Market Bucks, and Produce Bucks more next year. Next season Staff would like to add vendors who sell produce, plants, sweets, crafts, etc. STAFF RECOMMENDATIONS Due to all of the new additions to the Market this season, Staff will be looking into adding either a volunteer or seasonal staff to be at the Market. These staff/volunteers would be at the booth and assist in distributing SNAP/EBT and POP Tokens, take in vendor tokens at the end of the day, take pictures during the Market, record attendance, and promote City events and activities. Staff would appreciate any feedback or comments on the Farmers Market or new ideas from the Parks & Recreation Commission. BACKGROUND Upcoming Youth Activities Winter Registration for ice skating, volleyball, and basketball has been open since October 1. We currently have a waitlist for both ice skating programs but are looking to add another class option. Upcoming Adult Activities -Master Gardener Class: These virtual classes are typically held on the first Tuesday of the month. Upcoming class topics are: o January 24- Winter Sowing o February 28- Pruning Trees & Shrubs o March 28- Spring into Summer -Adult Trips: Partnering with the surrounding cities Parks & Recreation Department we are excited to offer our residents the opportunity for adult trips throughout the year. o December 9- European Christmas Market o January 11- Footloose at the Chanhassen Dinner Theater o February 16-Saints & Sinners (Gangster Tour & St. Paul Cathedral) Upcoming Events Cookies with Santa: Coming up on Saturday, December 3 from 1-3 PM is the City’s annual Cookies with Santa event! This year we are including prepackaged cookies, cocoa, a take-home craft, a picture with Santa Boe, and live reindeer. We currently have four sponsors, the LCRA, McDonald’s, Royal Credit Union, and Creative Catering by Molly. The Toys for Tots and One Warm Coat drives have now begun. There are boxes for donations in City Hall for both drives. We greatly appreciate those who can donate, or help us advertise so we can spread holiday cheer. We are still in need of volunteers for set up, and take down, a greeter, Santa’s Helper, Cookies & Cocoa Crew, and a parking attendant. Little Canada Indoor Market: The first Indoor Market of the season will begin next Monday from 2-5 PM at the Little Canada Bingo Hall.
