3
In order to create a safe and ADA-compliant pedestrian crossing at Allen Avenue and Desoto Street,
the proposed trail will need to shift westward to better align with the existing pedestrian ramp at the
southwest quadrant of the intersection. Due to constrained public right-of-way along Allen Avenue, a
trail easement of 559 square feet is needed from the Pitrina Park Association as shown in the site plan
below. To be consistent with other crosswalks in the City and along the Thunder Bay / Westwinds
trail, the crosswalk would be a painted crosswalk along the road and since it is at a controlled
intersection it would not qualify for a pedestrian-activated rapid flashing sign.
City staff intends to coordinate with the Pitrina Park Association to acquire this easement so that the
developer can install the trail as they have been directed to by City staff. After coordinating with the
association, City staff will bring the necessary documentation to the City Council and request
authorization to secure the easement.
SOURCE OF FUNDS
Funds for the easement acquisition will come from the Park Land Acquisition Fund (Fund 456) which
has an adequate fund balance to cover the costs of the easement acquisition if needed.
