<br />Items reviewed by Building Official at the time of Building Permit Application: <br />• Apartment design and layout <br />• Building Height <br />• Park Dedication (collected at time of building permit application) <br /> <br />Zoning Compliance: <br />• The property is zoned C-1, General Commercial and is requested to be rezoned to R-3, High <br />Density Residential in compliance with the 2040 Comprehensive Plan Future Land Use Map (36 <br />units/acre). <br />• The proposal is requesting 106 units for 2.63 acres for 40.3 units/acre. It is requested to utilize a <br />PUD overlay to achieve the increase in density from 36 units/acre that is allowed in the R-3 to <br />40.3 units/acre as well as adjustments in the placement of the driveway. <br /> <br />Comprehensive Plan Compliance: <br />• The parcel is guided High Density Residential that allows for multi-family housing and senior <br />housing. <br />• The proposed development complies with the Comprehensive Plan for land use. <br /> <br />Development Review Committee: <br />• This proposal has been reviewed by the Development Committee that consists of the Community <br />Development Director, City Administrator, Public Works Director, City Engineer, and Building <br />Official. <br /> <br />City Engineer Comments: <br />See Attachment. <br /> <br />Related Agencies Review: <br /> <br />Ramsey Washington Metro Watershed District <br />• The watershed district reviews all proposed developments within the City for stormwater <br />management requirements. This proposal is being reviewed by the watershed. <br /> <br />Ramsey County <br />• Ramsey County staff reviews all proposed developments within the City. This proposal is being <br />reviewed by the County as it has access to County Road B East. <br /> <br />Public Hearing: <br />A PUD and Zoning Map Amendment requires a Public Hearing and the City Council will need to <br />open the hearing at the September 13, 2023 meeting to take comment from the public. A public <br />notice has been published in the newspaper and the property owners within 350 feet of the site <br />have been notified. <br /> <br />RECOMMENDATION <br />To make a recommendation to approve a PUD and a Zoning Map Amendment to rezone 99 <br />County Road B E, PID 072922430003 from C-1, General Commercial to R-3, High Density <br />Residential.
