months preceding the application date with all units having been <br />inspected. <br />b. For Owners with more than four (4) Dwelling Units, the <br />Inspection Report mast be dated within the twelve (12) months <br />preceding the application date with at least 25% of the units <br />inspected. When renewal applications require inspections, the <br />units not covered in the previous report shall be inspected with all <br />units to be inspected within four (4) years. However, the City <br />reserves the right to require a more rapid inspection cycle should a <br />property demonstrate an inordinate amount of violations (50% or <br />more than the average) as compared to the average number of <br />deficiencies per writ existing in other rental properties (more than 4 <br />dwelling units per property) within Che city <br />C. Investigations. Property Managers shall be investigated as required by the laws of the <br />State of Minnesota. <br />D. Changes in Ownership. A license is non-transferable. If there is a change in the <br />Ownership of the Rental Dwelling or Rental Dwelling Unit, a new license is required. <br />E. Changes in the Rental Dwelling or Rental Dwelling Unit. If changes are made in the <br />number or type of units, the Owner shall amend its license. <br />F. Annual License. Persons wishing to let Rental Dwellings or Rental Dwelling Units <br />must make an annual application to the City, provide the information required by this <br />Section and pay the applicable license fee, which will be set by City Council resolution. <br />Licenses are valid from July 1 through Tune 30. <br />G. License Fee. The application fee shall be determined by the City Council from time to <br />time by Resolution, and shall be paid at the time of application. License fees, as set forth <br />by City Council resolution, shall be due prior to the license expiration date; in the cases <br />of new, unlicensed dwellings, license fees shalt be due upon issuance of the certificate of <br />occupancy; in the case of initial licensing, license fees shall be due upon application; in <br />the case of licensing periods of less than one (1) year, license fees may be prorated. The <br />City Counci] may provide an exemption to the payment of all or a portion of license fees <br />for Single Family or Multi-Family Licensees that remain free of violations under Section <br />3200.080 herein. <br />H. Tenant Register. As a condition of the license, the applicant must, as a continuing <br />obligation, maintain a current register of tenants and other persons who have a lawful <br />right to occupancy of Rental Dwellings or Rental Dwelling Units. In its application, the <br />applicant must designate the name of the person or persons who will have possession of <br />the registea• and must promptly notify the City Administrator of any change in the <br />identity, address or telephone numbers of such person. The register must be available for <br />inspection by City officials at all times. <br />
