City Engineer Comments: <br />1. Submitted Stormwater Management Plan requires further review but methodology used appears to be <br />completed in accordance with City and watershed guidelines. <br />2.A City grading permit, right-of-way permit, and building permit will be required for the proposed <br />work. <br />3. Other permits will be required from: MPCA, DOH, MnDOT, RWMWD, and DOLI. The developer <br />shall provide copies of all required permits prior to commencing work. <br />4.All utility and street improvements within the site will be privately owned and maintained. <br />5. Developer shall submit an escrow in the amount of $5,000 for a sanitary sewer analysis to determine <br />development’s impact on downstream sanitary sewer infrastructure. <br />6. Shared driveway access to City’s lift station site requires further review and coordination. <br />7. Additional technical comments will be provided after further review of the civil plans are completed. <br />Related Agencies Review: <br />Ramsey Washington Metro Watershed District <br />•The watershed district reviews all proposed developments within the City for stormwater <br />management requirements. This proposal is being reviewed by the watershed. <br />Ramsey County <br />•Ramsey County staff reviews all proposed developments within the City. This proposal has been <br />reviewed by the County as it has access to County Road B East. <br />Public Hearing: <br />A PUD and Zoning Map Amendment requires a Public Hearing and the City Council will need to <br />open the hearing at the September 13, 2023 meeting to take comment from the public. A public <br />notice has been published in the newspaper and the property owners within 350 feet of the site have <br />been notified. <br />Neighborhood Meeting: <br />Lupe Development hosted a Neighborhood Meeting on August 31st to accept comments and <br />questions from the public at City Hall. It was an informative and detailed discussion. <br />Planning Commission: <br />At their August 10th meeting, the Planning Commission reviewed the proposal and recommended <br />approval to the City Council. <br />RECOMMENDATION <br />To make a recommendation to approve a PUD and adopt Ordinance 877 amending the Zoning Map <br />to rezone 99 County Road B E, PID 072922430003 from C-1, General Commercial to R-3, High <br />Density Residential.
