<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Eric Seaburg, P.E., City Engineer <br /> <br />DATE: September 13, 2023 <br /> <br />RE: Partial Payment #3 – Twin Lake Boulevard Improvements <br /> Change Order #2 – Twin Lake Boulevard Improvements <br /> <br /> <br />ACTIONS TO BE CONSIDERED: <br />Motion to approve Partial Pay Estimate No. 3 to Minnesota Paving and Materials in the amount <br />of $503,720.65. <br /> <br />Motion to approve Change Order No. 2 to Minnesota Paving and Materials in the amount of <br />$41,059.14. <br /> <br />BACKGROUND: <br />The total amount earned by the Contractor to date is $976,352.28. The amount paid previously is <br />$423,814.02. Withholding a 5% retainage, the amount due is $503,720.65. <br /> <br />The proposed Change Order 2 includes all non-routine construction-related changes or additions <br />that have developed through the project to-date. Change Order 2 includes the following project <br />modifications: <br /> <br />1. Removal and replacement of a deteriorated corrugated metal roadway culvert. <br />a. This will be a shared cost between Little Canada and Vadnais Heights in <br />accordance with the Cooperative Agreement. <br /> <br />2. Reconstruction of an off-street sanitary manhole, including earthwork and grading to <br />make the manhole more accessible to maintenance staff. <br />a. This will be a City of Little Canada cost. <br /> <br />3. The addition of an above-grade flushing hydrant to facilitate easier flushing of the shared <br />inter-City emergency watermain connection. <br />a. This will be a shared cost between Little Canada and Vadnais Heights in <br />accordance with the Cooperative Agreement. <br /> <br />4. Cleaning, jetting, and televising of 36” storm sewer that was scheduled for replacement. <br />The pipe was filled with sediment, concrete, and asphalt chunks and had been a <br />maintenance problem for years. Cleaning and televising the pipe allowed staff to inspect
