<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Eric Seaburg, P.E., City Engineer <br /> Bryce Shearen, CPRE, Parks & Recreation Director <br /> <br />DATE: September 13, 2023 <br /> <br />RE: Partial Payment #4– Pioneer Park Improvements <br /> Change Order #3 – Pioneer Park Improvements <br /> <br /> <br />ACTIONS TO BE CONSIDERED: <br />Motion to approve Partial Pay Estimate No. 4 to Albrecht Company in the amount of $122,937.60 and <br />approve Change Order No. 3 to Albrecht Company in the amount of $30,055. <br /> <br />BACKGROUND: <br />The total amount earned by the Contractor on this partial pay request is $301,209.00. The amount <br />previously paid is $163,210.95. Withholding a 5% retainage, the amount due is $122,937.60. <br /> <br />Change Order #3 includes the installation of 28 concrete footings and 28 city-furnished solar lights <br />throughout Pioneer Park and Rondeau Park; 22 of the lights are located within Pioneer Park and 6 of <br />the lights are located within Rondeau Park. The change order also includes the installation of two <br />concrete footings and a small concrete slab for an additional informational kiosk at the east end of <br />Pioneer Park near the parking lot that is similar to the new one that has been installed on the west side <br />of the park. <br /> <br />$105,000 was previously budgeted in the 2022 Capital Improvement Plan to have this work completed <br />last year across both parks. However, the solar lights were not delivered to the City until December <br />and therefore could not be installed until 2023. The final cost of the city-furnished lights is $30,535.38. <br />After factoring in the proposed installation via Change Order 3, the total cost of materials and <br />installation is $60,590.38 and is within the amount budgeted for the work. <br /> <br />SOURCE OF FUNDS: <br />Park improvements will be funded through the City’s Capital Improvement Plan Fund (Fund 400), the <br />10% Fund (Fund 408), American Rescue Plan Act (ARPA) funds, a MnDNR Grant, and a donation <br />from the Little Canada Recreation Association (LCRA). Lighting improvements from Change Order 3 <br />will be funded with carryover funds from the 2022 Capital Improvement Fund. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends that the City Council approve payment in the amount of $122,937.60. <br />Staff recommends that the City Council approve Change Order #3 in the amount of $30,055.
