STAFF REPORT
1

TO: Mayor Fischer and Members of the City Council

FROM: Bill Dircks, Public Works Director
Eric Seaburg, City Engineer

DATE: September 13, 2023

RE: Authorize Lift Station and Sanitary Sewer Forcemain Agreement with LICA
Apartments Ownership

ACTION TO BE CONSIDERED:
Motion to approve a resolution to enter into a Lift Station and Sanitary Sewer Forcemain Agreement
with Little Canada Phase II Limited Partnership.

BACKGROUND:
The LICA Apartments are currently under construction at 45 Twin Lake Boulevard. The project,
proposed by Reuter Walton Development, is the second of a two-phase multi-family development
project. Notably, the topography of the LICA Apartments is such that sanitary sewer service cannot
be achieved by gravity piping and instead requires a lift station and forcemain. City staff worked with
the developer to develop a Lift Station and Sanitary Sewer Forcemain Agreement. This Agreement
defines the lift station and sanitary sewer forcemain, including those parts that reside in the public
right-of-way of Twin Lake Boulevard as 100% privately owned and operated. The Developer and
subsequent property owners are fully responsible for its operation, maintenance, and replacement.

STAFF RECOMMENDATIONS:
Staff recommends approving the resolution to enter into a Lift Station and Sanitary Sewer Forcemain
Agreement with Little Canada Phase II Limited Partnership.
