<br /> <br /> STAFF REPORT <br />1 <br /> <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Bill Dircks, Public Works Director <br /> Eric Seaburg, City Engineer <br /> <br />DATE: September 13, 2023 <br /> <br />RE: Authorize Lift Station and Sanitary Sewer Forcemain Agreement with LICA <br />Apartments Ownership <br /> <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to approve a resolution to enter into a Lift Station and Sanitary Sewer Forcemain Agreement <br />with Little Canada Phase II Limited Partnership. <br /> <br />BACKGROUND: <br />The LICA Apartments are currently under construction at 45 Twin Lake Boulevard. The project, <br />proposed by Reuter Walton Development, is the second of a two-phase multi-family development <br />project. Notably, the topography of the LICA Apartments is such that sanitary sewer service cannot <br />be achieved by gravity piping and instead requires a lift station and forcemain. City staff worked with <br />the developer to develop a Lift Station and Sanitary Sewer Forcemain Agreement. This Agreement <br />defines the lift station and sanitary sewer forcemain, including those parts that reside in the public <br />right-of-way of Twin Lake Boulevard as 100% privately owned and operated. The Developer and <br />subsequent property owners are fully responsible for its operation, maintenance, and replacement. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends approving the resolution to enter into a Lift Station and Sanitary Sewer Forcemain <br />Agreement with Little Canada Phase II Limited Partnership.
