8 <br />HOW TO CALCULATE A USER FEE <br />•Impervious surfaces generate runoff <br />•The more impervious surface a property owner has, the more runoff they <br />send through the City’s stormwater system <br />•Directly measuring runoff is not practical <br />•We instead measure impervious and assume a direct/proportional relationship to <br />runoff generated <br />•This methodology is not unlike sanitary sewer user fees. Measuring wastewater is <br />not practical, so we instead measure water consumption and assume a <br />direct/proportional relationship to wastewater generated <br />•Equivalent Residential Unit (ERU) is basic unit of measurement and <br />represents the average impervious area of a typical single -family lot in <br />Little Canada. This is used to measure/quantify other property types.
