<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Eric Seaburg, P.E., City Engineer <br /> <br />DATE: September 13, 2023 <br /> <br />RE: Stormwater Utility Update <br /> <br /> <br />ACTIONS TO BE CONSIDERED: <br />No Action Required <br /> <br />BACKGROUND: <br />The City of Little Canada has never established a stormwater utility fund to pay for stormwater <br />repairs and maintenance in the City. There are 198 cities in Minnesota that have stormwater <br />utilities including almost all metro-area cities except Little Canada. The need for a stormwater <br />utility has been magnified in the past few years as water levels grew to never before seen <br />elevations around the City. Twin Lake flooded, a hillside washed out due to a broken <br />stormwater pipe, new ponds were formed where there hadn’t been ponds before, and MPCA <br />permit requirements continue to get more costly. <br /> <br />A stormwater utility would collect money from each property in the City based on an established <br />formula for stormwater-related maintenance. The fee would be collected quarterly as part of the <br />regular utility billing process. <br /> <br />• The City Council authorized staff to begin this process at its January 11, 2023 City <br />Council Meeting. <br /> <br />• Staff provided an update and took feedback at the July 14, 2023 City Council workshop. <br /> <br />Staff will provide an overview of the refined mapping and revenue options based on the <br />feedback given at the July 14 workshop. All properties will have potential stormwater utility <br />charges based on the desired amount of money chosen to fund the utility. <br /> <br />
