MINUTES <br />CITY COUNCIL <br />SPETEMBER 13, 2023 <br />The City Clerk noted that another purpose of the moratorium is to allow the state to develop its <br />regulations which will also provide guidance for cities. She stated that she has already received <br />interest from people looking to purchase space, which led her to believe that this would be the proper <br />time to enact a moratorium. T. Miller agreed that a moratorium would be appropriate as it would allow <br />the City to develop the proper land use guides so that people do not purchase property with this intent <br />and later find out that the use is not allowed in that area. Mayor Fischer agreed that this would help to <br />create a level playing field once the guidelines are identified. <br />T. Miller noted that there may be distance requirements from schools and/or parks that are developed. <br />T. Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2023-9-93 AN ITERIM ORDINANCE A UTHORIZING A STUDY <br />AND IMPOSING A MORATORIUM ON THE ESTABLISHMENT OF NEW USES OR <br />THE EXPANSION OF EXISTING USES RELA TED TO CANNABIS SALES, TESTING, <br />MANUFA CT URING OR DISTRIB UTION, AND APPRO VE PUBLICA TION OF A <br />SUMMARY ORDINANCE. <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />The City Clerk noted that this moratorium would not apply to medical marijuana businesses. <br />CONSENT AGENDA <br />T.
