MINUTES OF THE REGULAR MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />SEPTEMBER 27, 2023 <br />Pursuant to due call and notice thereof a regular meeting of the City Council of Little Canada, <br />Minnesota was convened on the 27th day of September, 2023 in the Council Chambers of the City <br />Center located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 7:34 p.m. and the following members of the City <br />Council were present at roll call: <br />CITY COUNCIL: Mayor Fischer, Council Members T. Miller, Kwapick, Gutierrez and D. Miller. <br />Absent: None. <br />ALSO PRESENT: City Administrator Chris Heineman, Community Relations Manager Laura <br />Linehan, City Attorney Chad Lemmons, City Engineer Eric Seaburg and City Clerk/HR Manager <br />Heidi Heller. <br />APPROVAL OF MINUTES <br />T. Miller introduced the following resolution and moved its adoption: <br />13,2023 WORKSHOP AND THE SEPTEMBER <br />SUBMITTED <br />The foregoing resolution was duly seconded by D. Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ANNOUNCEMENTS <br />The City Clerk announced that absentee voting began on September 22 and the Roseville School <br />Board members are the only item on the Little Canada ballot this year. She provided details on how <br />residents can vote. <br />PUBLIC COMMENT <br />None. <br />PUBLIC HEARINGS <br />REQUEST FOR A STAY OF NON -RENEWED TOBACCO LICENSE FOR THE HOOKAH <br />HIDEOUT AT 3 LITTLE CANADA ROAD EAST <br />The City Clerk explained that the City Council denied the renewal of the tobacco license for the <br />Hookah Hideout at its July 26 meeting, citing several reasons and concerns. She stated that on August <br />18 the Hookah Hideout filed an appeal in District Court, noting that is anticipated to take a few months <br />to get through the process. She stated that on August 21, the business filed a motion to stay the City's <br />decision, pending the appeal. She noted that the Court of Appeals denied that request stating that the <br />business should have asked the City Council, so on September 13 the attorney representing the <br />business requested that stay from the City. She stated that this is a public hearing, and the Council is <br />asked to consider the stay of the tobacco license request tonight. <br />
