Mayor & City Council <br />December 30, 1993 <br />Page 2 <br />Additional temporary parking was added to the east side of the park <br />in 1993. While this helped somewhat, the problem on the west side <br />persisted. The Centerville entrance to the park on the west side has <br />become the "main" entrance since the park was opened in 1992. Most <br />park users come to that entrance and fill it up before going to the <br />east parking lot. <br />After observing the use of the park for two complete seasons, it is <br />my recommendation that additional permanent parking be added to <br />Pioneer Park as soon as possible. This is necessary in order to <br />allow for more complete scheduling of the facility, while also <br />providing additional parking needed for the passive and non-scheduled <br />activity that occurs on a daily basis. In addition, I believe the <br />majority of this parking should be added to the Centerville Road area <br />as an addition to the present lot with an additional exit/entrance on <br />the north end of it. <br />This action will solve our immediate problem. However, additional <br />permanent parking will still be necessary off Desoto Street to <br />accommodate the proposed picnic shelter and other planned activity <br />areas when they develop. <br />Several times over the past two years, people have been reminded that <br />the need for additional parking in Pioneer Park was not an oversight, <br />but rather it was known since the early planning stages of the site. <br />As use increased, parking was to be increased. This has not <br />happened. Use has most certainly increased, but the necessary <br />parking areas have not. <br />I feel we can no longer wait for the possibility of additional <br />parking to be made available to us north of the park. It is time to <br />move forward in this matter so that the facility can be utilized to <br />its maximum potential. <br />JM:kv <br />cc: Parks and Recreation Commission <br />
