Hanson <br />MEMORANDiJM <br />TO: Property Owners Impacted by 1994 Street Improvement <br />Projects <br />FROM: Joel Hanson, City Administrator <br />DATE: July 27, 1994 <br />RE: Status of Construction <br />On Monday, July il, 1994, bids were received for the <br />Lakeshore/Old Co. Rd. C/Jackson Street projects as well as the <br />Lake Street reconstruction project. Only two bids were received. <br />Based on the prices submitted, it was my recommendation, with <br />concurrence of the City Engineer and our Public Works <br />Superintendent, that we reject both bids and have the project re- <br />bid again in late February of 1995. The basis for this decision <br />included the following factors: <br />* While bid prices were somewhat below the City <br />Engineer's estimate, the unit prices and the total bid <br />for this work was higher than expected. This is <br />largely attributable to a heavy summer construction <br />schedule which limited the aggressiveness of <br />contractors. <br />* Ideally, we would like construction to be completed <br />before school begins in September. Given timing <br />considerations, it was extremely doubtful that this <br />would occur. <br />* By bidding in the early spring, we would anticipate <br />savings of between 5-10~ on the bids received in July <br />of 1994 assuming conditions in the construction <br />industry remain relatively constant. <br />While there are no guarantees, we feel the results of this action <br />will result in a lower cost project for both you as a property <br />owner and City taxpayers in general who will be footing a large <br />portion of project costs. We also feel that we can take better <br />advantage of a full construction season (1995) to ensure a more <br />successful project. Lastly, assessments for the project will not <br />be levied until the fall of 1995 and will not be reflected on <br />your taxes until 1996. In the meantime, we will undertake <br />Page 13 <br />
