MAYOR
Raymond G. Hanson
~~ ~'Y`~~~~ ~~
515 Little Canada Road, Little Canada, MN 55117.1600
(612) 484-2177 /FAX: (612) 484-4538
MEMORANDIIM
TO: Mayor Hanson & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: May 25, 1994
RE: Trail and Walkway Cost and Considerations
COUNCIL
Beverly Scalze
Jim La Valle
Steve Morelan
Bob Pedersen
ADMINfSTRATOR
Jcel R. Hanson
At the Council meeting of May 11, 1994, the City Council passed a
resolution asking for the City Engineer to prepare three bid
alternates for the upcoming Jackson/Old Co. Rd. C/Lakeshore
street improvement projects. These alternates were to include
sidewalks/trails in three different areas.
Attached is a memo from the City Engineer dealing with the
estimated cost for the various segments of work. I asked the
Engineer to put these together to give the Council an idea as to
what the cost implications of these improvements. The layouts
illustrated are illustrative in nature only. Actual location has
not yet been determined. My main concern is that if there is a chance we would
not build these improvements, I feel it would be an unwise
expenditure to have the Engineer to prepare plans and
specifications to bid as an addendum if the work were not to
proceed. Therefore, 2 wanted to present this information to you
at this time in order to get more definitive direction as to what
should be included in upcoming projects.
I also think it is important to note that if we are to put in
these various segments, we should hold neighborhood meetings with
the abutting residences to let them know of our plans and solicit
their input. In this way, they will not be surprised when
construction commences. I also think it is important that we
clarify the situation relative to any assessments of these costs.
(It is my assumption at this point in time that no assessments
would be levied for these improvements.) Finally, while I am
confident we can handle the cost of any of these segments of
walkways/trails, it could impact our ability to undertake street
Page 7
