WORKSHOP MINUTES <br />CITY COUNCIL <br />NOVEMBER 8, 2023 <br />would be paid out at 50%, up to 500 hours, when the employee leaves. The City Clerk/HR <br />Manager mentioned there is currently a deferred sick bank from the conversion to PTO that six <br />employees have. She noted this would be a new sick bank, that would be only available for the <br />employee's medical and health reasons. <br />D. Miller asked how this would carry as a liability on the books. The Finance Director explained <br />how the auditors may require the liability be booked. He outlined that the liability for the 500 <br />hours would be rare, but there would be a potential for it to happen many years down the road. <br />The City Clerk mentioned that she believes most people will continue to use up their time by the <br />end of the year rather than roll it into a sick bank. She noted that there are currently more new <br />employees so there may only be two or three employees that would convert their excess PTO <br />into sick leave. <br />Mayor Fischer stated that PTO is used for time and mental health and he prefers that employees <br />take the time off. He is concerned that this may encourage employees to save up their PTO and <br />use it as a payment when they leave. D. Miller noted that some employees might want the option <br />to have a sick bank in case they are sick. He asked if employees could use the payout for <br />retirement. The City Clerk/HR Manager explained that they could choose to put that money into <br />a retirement account. The Finance Director stated that the city is offering a PTO benefit that is <br />not being used, or it is difficult to use because of a small staff. <br />The City Clerk and Finance Director stated they asked other cities if they have an option for <br />excess PTO, but there was no consistency in what other cities offer so it was difficult to provide <br />direction based on other communities. Fischer mentioned that by creating the new payout option <br />for sick leave creates a financial burden for the city and he does not want to be in a position <br />where there is levying to pay for PTO carryover. The City Clerk/HR Manager noted that only <br />two employees carried over any PTO hours last year. <br />Mayor Fischer confirmed that the Council was in agreement with the new sick bank, and that it <br />would be monitored over the years. The City Clerk/HR Manager stated that the changes would <br />be brought to the Council for official approval and more discussion can be had at that time if <br />needed. <br />There being no further business, the meeting was adjourned at 7:26 p.m. <br />Thomas Fischer, Mayor <br />Att <br />Christophe Heinem n, City Administrator <br />3 <br />
